The strike will affect the Gyeongui-Jungang Line, Ilsan Line, Seohae Line, and KTX operated by Korea Railroad Corporation, as well as Seoul Subway Lines 1 through 9 operated by Seoul Metro.

To prepare for the railway strike, the city will organize the situation room under the leadership of the Director of the Transportation Bureau, with teams for overall coordination, transportation support 1 (buses), and transportation support 2 (taxis).

As a key emergency transportation measure, the overall coordination team plans to operate emergency temporary buses on the first day of the strike, December 11. The buses will run along Jungang-ro from Daehwa Station to DMC Station, with three vehicles in operation. The first bus will depart from Daehwa Station at 6:30 a.m.

Additionally, to minimize inconvenience with metropolitan transportation and transfers, the city will deploy reserve city buses intensively during commuting hours and flexibly adjust the last bus times. It is also encouraging concentrated taxi dispatches during peak commuting periods.

Joo Siwoon, Director of the Transportation Bureau, said, "We will do our utmost to ensure that all alternative transportation options operate smoothly to minimize inconvenience for citizens."

Once the strike begins, information on train service suspensions and schedules can be checked through the media, the Korea Railroad Corporation website, Korail Talk, and subway information apps.

The head of the overall coordination team (Director of Transportation Policy) stated, "We will promptly provide updates on the progress of the strike through the Goyang City website, road electronic displays, and social media, and will continuously monitor major congested stations to do our best to prevent crowd-related safety accidents."

Meanwhile, during the railway strike, the Gyeongui-Jungang Line, Ilsan Line, and Seohae Line will operate at 90% capacity during morning rush hour and 80% during evening rush hour, while the overall KTX operation rate will be reduced to 75%. Seoul Subway Lines 1 through 9 will maintain normal operations during the morning commute.
