Exploring Strategies for Complex Disaster Response and Future Policy Directions on December 2

In 2025, Ulsan’s safety initiatives will accelerate.


On December 2 at 2:00 p.m., the Ulsan Metropolitan Government will hold the "2025 Ulsan Disaster Safety Policy Forum" at the Ulsan Exhibition and Convention Center to share disaster safety policy directions and strengthen disaster response capabilities.


This forum has been organized to explore strategies for responding to the risks of complex disasters that combine natural and social disasters, and to discuss future policy directions.


It is co-hosted by the Ulsan Development Institute, the National Disaster Management Research Institute, and Ulsan National Institute of Science and Technology (UNIST), under the theme of "Enhancing Regional Disaster Resilience in the Era of Complex Disasters."


The event will be attended by over 100 participants, including Park Sooncheol, Director of the Ulsan City Citizens’ Safety Office, as well as representatives from the public, private, academic, and research sectors in the field of disaster and safety. The program will proceed with Part 1, the opening ceremony, followed by Part 2, keynote presentations.


During the Part 1 opening ceremony, Yoon Youngbae, Research Fellow at the Ulsan Development Institute, will present a "Report on the Achievements of Building a Disaster Resilient City," followed by a keynote speech by Oh Geumho, Director of the National Disaster Management Research Institute, on "Our Approach to Complex Disasters in an Era of Extreme Uncertainty."


In Part 2, Song Younggap, Research Fellow at the Disaster and Safety Research Center of the Seoul Institute, will present "Directions for Innovating Ulsan Metropolitan City's Disaster Management System in the Era of Complex Disasters." Lee Joon, Research Fellow at the Transportation Safety and Disaster Prevention Research Center of the Korea Transport Institute, will present "Improvement Measures for Evacuation Support Systems in Complex Disaster Situations," outlining Ulsan-specific strategies for responding to complex disasters.


In the subsequent expert panel discussion, Professor Jung Jibeom of Ulsan National Institute of Science and Technology (UNIST) will serve as moderator, leading a discussion with experts from key institutions such as the National Disaster Management Research Institute, the Korea Institute of Public Administration, and the Sejong Institute, to share a range of perspectives on enhancing Ulsan’s capacity to respond to complex disasters.


Lee Aekyung, Secretary General of the Ulsan Citizens’ Safety Coalition, will also participate to represent the perspective of Ulsan citizens and to offer practical suggestions that reflect the region’s unique characteristics.


The Ulsan Metropolitan Government expects that this forum, which brings together domestic and international experts on complex disaster preparedness, will serve as a crucial foundation for establishing Ulsan’s disaster safety policies as a global model.


Park Sooncheol, Director of the Ulsan City Citizens’ Safety Office, stated, "This forum is a meaningful opportunity to explore Ulsan’s strategies for responding in the era of complex disasters and to discuss the direction of disaster safety policies," adding, "We will continue to build Ulsan as a disaster-resilient city that prioritizes the lives and safety of its citizens above all else."


Since receiving certification as a "Resilience Hub" from the United Nations Office for Disaster Risk Reduction (UNDRR) in 2023, the Ulsan Metropolitan Government has continuously implemented disaster risk reduction (DRR) policies based on disaster resilience over the past two years.
