Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on November 19 that it will implement the "7th Seasonal Fine Dust Management Program" from December this year through March next year to reduce fine dust and protect citizens' health.
The Seasonal Fine Dust Management Program is a government policy that has been in place since December 2019 under Article 18 of the "Fine Dust Act." It is an intensive management measure that enforces stricter emission reduction actions than usual during the high fine dust concentration period (December to March) to decrease both the frequency and intensity of high concentration events.
During the seasonal management period, the operation of Grade 5 emission vehicles will be restricted. If such vehicles are caught by surveillance cameras while operating, a fine will be imposed.
The restriction enforcement hours are from 6 a.m. to 9 p.m. on weekdays, excluding weekends and public holidays. Violating vehicles will be subject to a daily fine of 100,000 won.
However, vehicles equipped with emission reduction devices, emergency vehicles, vehicles for persons with disabilities, vehicles for national merit recipients, and vehicles that cannot be equipped with reduction devices but are owned by basic livelihood security recipients, lower-income households, or small business owners are exempt from the fines.

Grade 5 emission vehicles are classified as the highest-polluting, older vehicles under the Vehicle Emission Grade System. You can check your vehicle's grade on the "Vehicle Emission Grade System" website or by calling your local area code + 114.
A Goyang Special City official stated, "We ask for your understanding regarding the restrictions on Grade 5 vehicles to improve air quality and protect citizens' health, and we urge citizens to actively participate in the implementation of the '7th Seasonal Management Program.'"
