Yangyang County in Gangwon Province has implemented a traffic management plan for the Osaek District from September 29 to November 9, 2025 (a total of 42 days) to ensure the safety of the rapidly increasing number of visitors and to maintain smooth traffic flow during the autumn foliage season.
Every year, a large number of hikers flock to the Hangyeryeong and Osaek trails leading to Daechongbong Peak in Seoraksan Mountain during autumn, and visitors also concentrate on nearby trails such as Jujeongol and Heullimgol.
The Osaek public parking lot and nearby paid parking lots can accommodate a total of 1,047 vehicles, including 55 large vehicles and 992 small vehicles. The Osaek Gwanteo parking lot can hold 70 large buses. However, severe traffic congestion is repeatedly experienced during the peak of the autumn foliage season.
In response, the county is working with the Yangyang County Model Drivers' Association and the Yangyang County Autonomous Crime Prevention Corps to improve traffic flow. On weekends and public holidays, about 25 personnel will be stationed at key points such as the Heullimgol Visitor Support Center, the entrance to the Gwanteo parking lot, and from Osaek Samgeori to the Namseorak Visitor Support Center. They will enforce parking regulations on National Road No. 44 and in the Osaek District, and guide tourists to available parking facilities.
Additionally, with the cooperation of the Yangyang Branch Office of the National Land Management Office, temporary traffic control posts have been installed along the 9-kilometer section from the Osaek Bus Ticket Office to the Osaekryeong summit to prevent illegal parking. Banners warning against illegal parking have also been put up at 15 key locations along the route from the Osaekryeong summit to Osaek Gwanteo. Furthermore, Yangyang County and Sokcho Police Station plan to operate mobile enforcement cameras along the Osaekryeong summit to Jujeongol section and from the Namseorak Visitor Support Center to the Osaek entrance section.
A county official stated, "As we expect a large number of tourists to visit during the autumn foliage season, we will do our utmost to provide a pleasant and safe traffic environment through this traffic management plan and to prevent congestion and accidents caused by illegal parking."
