National Archives Reviews Emergency Martial Law Records... "No Unusual Findings"

The National Archives and Records Service and the Presidential Archives announced on the 23rd that no unusual findings were discovered after inspecting records related to the December 3 emergency martial law incident.


The National Archives conducted on-site inspections of records related to the declaration of emergency martial law at a total of 18 institutions from the 12th to the 20th of this month.

The institutions subject to inspection included the Presidential Secretariat, Ministry of the Interior and Safety, National Police Agency, Ministry of National Defense, Counterintelligence Command, Capital Defense Command, and Special Warfare Command. The National Archives formed an on-site inspection team consisting of four groups and 28 members, who reportedly reviewed the status of record registration at the institutions without any significant friction.


As a result of the on-site inspection, no unusual findings were confirmed. The National Archives reviewed the receipt and sharing status of the "Request for Thorough Cooperation in Records Management" official letter issued on the 6th, as well as production and registration records from 2 to 3 major departments within each institution. This also included partial lists of records from all departments of the inspected institutions. The Presidential Archives, in accordance with Article 17 (Protection of Presidential Designated Records) and Article 19 (Prohibition of Disclosure) of the "Presidential Records Act," completed verification of related matters on-site through the guidance and inspection team.


A National Archives official stated, "Through this on-site inspection, we once again emphasized to the target institutions the need for thorough management of records production, registration, management, and disposal procedures, as well as overall records management."
