Sancheong County in South Gyeongsang Province held a meeting to hear about challenges facing childcare centers, including difficulties recruiting childcare teachers and improving working conditions for staff, and to discuss possible support measures.
The county said on November 7 that it had held a “Childcare Center Field Communication Meeting” at Sinan Childcare Center, attended by Sancheong County Governor Yoo Myeonghyeon and other childcare sector representatives.

It focused on reviewing childcare centers’ operating conditions and childcare workers’ working conditions, and exploring ways to improve them.
Attendees included Sancheong County Governor Yoo Myeonghyeon, Sancheong County Council Chair An Cheonwon, county council members, the chair and executives of the Sancheong County Childcare Center Association, and directors of local childcare centers.
Participants exchanged views on staffing issues at childcare centers, staff working conditions, and the support needed to operate childcare services.
In particular, the Sancheong County Childcare Center Association identified difficulties recruiting childcare teachers as a key issue and called for support measures to ensure a stable childcare workforce.
Participants noted that the availability of childcare teachers and support staff affects the delivery of childcare services, making an ongoing response to staffing shortages necessary.
The association also proposed providing differentiated subsidies for assistant teachers’ labor costs based on the operating conditions of each childcare center, and expanding the hours covered by assistant teacher support.
The proposal was intended to encourage a review of the support system in light of the fact that childcare centers may need different levels of support for assistant staff depending on their size and operating conditions.
Participants also discussed ways to improve working conditions for staff essential to childcare center operations, including subsidies to improve cooks’ working conditions and support for the labor costs of childcare center drivers.
The main proposals presented at the meeting were: ▲support measures to address difficulties recruiting childcare teachers; ▲differentiated subsidies for assistant teachers’ labor costs at each childcare center; ▲expanded hours of support for assistant teachers; ▲subsidies to improve cooks’ working conditions; and ▲support for drivers’ labor costs.
Governor Yoo listened to the requests from childcare sector representatives and said he would review whether each program could be implemented and whether funding could be included in the budget.
He added that the county would comprehensively review the relevant systems and its fiscal capacity in response to support requests raised by people in the field, and consider ways to incorporate them into childcare policy.
Sancheong County Council Chair An Cheonwon also said the council would consider necessary ordinances and budget support measures to improve childcare centers’ operating conditions.
However, the support programs proposed at the meeting remain at the request and review stage, and specific funding amounts and implementation dates have not been determined.
Whether the support will be provided is expected to be decided after reviewing relevant laws and regulations, existing childcare support programs, and the possibility of securing a budget.
“I arranged this meeting to hear directly about the difficulties faced by staff working in childcare and to consider the support they need,” Sancheong County Governor Yoo Myeonghyeon said. “Based on the views raised by people in the field, we will pursue policies to improve childcare centers’ operating conditions and childcare services.”
He added, “We will continue communicating with childcare sector representatives, create an environment where children can grow up safely, and consider ways to ease the burden on parents and childcare workers.”
Meanwhile, Sancheong County plans to have the relevant departments review the proposals raised at the meeting and develop support measures suited to local conditions while continuing to communicate with childcare providers.
