The construction of the Jeonju Carbon Materials National Industrial Complex in Jeonju, North Jeolla Province, is more than 70% complete and is picking up pace toward completion at the end of 2027.
According to Jeonju City on November 5, construction of the carbon materials industrial complex, which is being developed across 650,000 square meters at a total project cost of 240 billion won, has reached 70% completion.
Major works are underway, including land filling and the installation of stormwater and sewage pipes. The complex is targeted for completion in December 2027.

The access road was originally planned as an elevated road, but was redesigned as a two-way, four-lane underpass to reflect the views of nearby residents.
Jeonju City and the Iksan Regional Office of Construction Management completed a preliminary inspection of the road on October 29, ahead of its completion, and are now preparing to open it by the end of this year.
Once open, the road is expected to ease chronic congestion by distributing traffic currently concentrated around Songcheon-dong, Girin-daero and Dongbu-daero. It is also expected to facilitate the smooth movement of goods for companies located in the industrial complex.
Jeonju City is also carrying out work on the industrial complex's internal infrastructure to help companies maintain stable production activities.
Installation of water supply pipes was completed in 2024, and a public wastewater treatment facility is now being built to treat and discharge factory wastewater and domestic sewage. The city also plans to create an urban forest between the industrial complex and nearby residential areas to serve as a buffer, reduce fine dust and provide a pleasant environment.
Jeonju City has also put in place support measures to reduce the initial investment burden on companies it attracts. After securing tax benefits through the complex's designation as an Opportunity Development Zone in June 2024, the city expanded site subsidy support by revising its investment promotion ordinance in June 2025.
With this support, contracts have been signed for a total of 21 lots, from the first land sale announcement in 2025 through the second announcement in 2026. The current sales rate is around 30%.

Kim Chilhyun, Director-General of Jeonju City's Metropolitan Urban Infrastructure Development Bureau, said, "We will build the industrial complex's infrastructure according to plan so that companies moving in can grow steadily." He added, "We will also work to attract companies so that this leads to job creation and the revitalization of the local economy."
