Jo Yongho, mayor of Osan, Gyeonggi Province, plans to ask the relevant authorities to reassess the traffic impact and develop measures to protect residents' safety in connection with a large logistics center being built in Deokjeolli, Jeongnam-myeon, Hwaseong. The logistics center is in Hwaseong, but the city believes traffic congestion and safety issues caused by vehicles entering and leaving the site could affect nearby areas, including Segyo in Osan.

About 14 residents, including representatives of apartment residents representing 9,194 households across 10 apartment complexes in Segyo, attended the meeting, along with Osan City Council Chair Kim Jonguk, city and provincial council members, and relevant public officials. Attendees shared updates on the logistics center project, discussions on the traffic impact assessment and the construction schedule, and discussed traffic and safety issues related to large trucks.
The key issue is the change in traffic conditions in the surrounding area. Some said the existing traffic impact assessment should be reviewed in light of occupancy in Segyo District 2, the development plan for Segyo District 3 and the reopening of Seobu-ro.
According to Osan City, the logistics center will be built on a site of approximately 101,228 square meters in the area around 493 Deokjeolli, Jeongnam-myeon, Hwaseong. It underwent a traffic impact assessment review in 2023 and received a building permit in June 2025. Construction is underway, with completion targeted for August 2028.
The traffic impact assessment forecast 3,614 PCU in daily traffic. PCU is a unit that converts traffic volumes by vehicle type into passenger-car equivalents, meaning traffic equivalent to 3,614 passenger cars. Traffic generated by the project was forecast to reach 491 PCU during the busiest time of day. Residents are concerned that traffic congestion in Segyo and around Wondong could worsen once the logistics center is operating.
Osan City plans to ask Gyeonggi Province to reassess the traffic impact, taking changed traffic conditions into account. It will also request traffic surveys at five intersections around major roads leading toward Osan IC and Wondong-ro, as well as measures to ease congestion.
The city will also conduct its own traffic impact analysis. It plans to examine actual traffic volumes on major roads and at intersections, the share of heavy vehicles such as large trucks, and the routes and time-of-day patterns of vehicles entering and leaving the logistics center, then develop specific improvement measures.
Osan City will also step up consultations with Hwaseong City, which issued the building permit, and the project developer. After construction begins, it will continuously monitor the impact on residents' living environment, including construction vehicle traffic, surrounding road conditions and noise.

The city said the name could cause confusion about the location, since the actual project site is in Hwaseong.
Residents are also calling for a reassessment of the traffic impact assessment through a Gyeonggi Province petition. The petition, which opened on Oct. 21 and runs through Nov. 20, had received the support of approximately 9,400 people as of Nov. 4.
Mayor Jo Yongho said, "Although the site is in Hwaseong in terms of administrative boundaries, traffic congestion and inconvenience to residents could directly affect the people of Osan. We will actively consult with the relevant authorities, including Gyeonggi Province and Hwaseong City, to secure practical measures for improvement."
