Jeon joined the Employment Development Institute of the Korea Employment Agency for Persons with Disabilities as a research fellow in 1999. He has served as head of the Policy Research Division, head of the Survey and Statistics Division, and director of the Assistive Technology Center. Over approximately 27 years, he has built expertise and hands-on experience in information access for people with disabilities and employment policy.

In particular, he developed and distributed "Elbi," a screen magnification program for people with low vision, laying the groundwork for the domestic development of software for people with disabilities. He also helped expand their access to information and opportunities for social participation, leading efforts to establish the Assistive Technology Center and build a support system.

He also oversaw the production and dissemination of government-approved national statistics on employment for people with disabilities. More recently, he has worked to develop services that reflect their characteristics and needs, including creating easy-to-understand materials for people with developmental disabilities and distributing them to education and training settings.

Minister of Culture, Sports and Tourism Choi Hwi-young said, "Jeon is the right person for the position, with in-depth research and hands-on experience in information access for people with disabilities, as well as the ability to implement policy. We expect him to strengthen the National Library for the Disabled's role in the digital age, improve access to knowledge and information for people with disabilities, and lead the development of library services."
