Seongnam City Proposes Public Housing in "Dalgjukchon" to Prepare for Relocation Demand from Redevelopment and Reconstruction
Seongnam City proposes developing 17,230-square-meter site to Ministry of Land, Infrastructure and Transport
Urges inclusion in supply plan and LH-led project implementation
Aims to meet relocation demand from old downtown redevelopment and Bundang reconstruction
Seongnam City, Gyeonggi Province, led by Mayor Shin Sangjin, has proposed to the government a plan to build public housing in the “Dalgjukchon area” near Sanseong Station on Subway Line 8. The proposal aims to prepare for large-scale demand for relocation resulting from redevelopment in the old city center and reconstruction in Bundang.
Seongnam City said on November 5 that it sent a proposal to the Ministry of Land, Infrastructure and Transport on November 3, asking it to consider the 17,230-square-meter area around San 164-3 in Dandae-dong, Sujeong-gu, as a candidate site for a new public housing project and to implement the project. The city had visited the ministry on October 13 to discuss the need for the project in advance, and subsequently prepared a proposal setting out a detailed development plan and its policy rationale.
Dalgjukchon is a restaurant district that took shape around the hiking trails of Namhansanseong Fortress in the late 1960s. It moved to its current location in Dandae-dong in 1997 as part of a project to improve Namhansanseong Fortress, and has since become one of Seongnam’s leading food districts. However, the commercial area has declined since the spread of COVID-19, and merchants have repeatedly urged the city to develop the site, the city said.
The city cited the site’s proximity to Sanseong Station and good transport access, as well as the ability to make use of existing infrastructure, including nearby educational and sports facilities, parks, and green spaces, as strengths of the project.
The city asked the ministry to begin reviewing the site as a candidate for a new public housing project, include it in the government’s public housing supply plan, and have the Korea Land and Housing Corporation (LH) implement the project. The proposal is currently at the stage where the city has asked the government to review the project.
Seongnam City expects that building public housing will increase the supply of homes in the Seoul metropolitan area while also helping residents displaced by local redevelopment projects resettle in the area in a stable manner.

“The Dalgjukchon area in Dandae-dong has excellent regional transport links and ample infrastructure, making it a key hub for quickly and effectively implementing the government’s housing supply policy,” said Seongnam Mayor Shin Sangjin. “We will actively support the related administrative procedures for permits and approvals involving urban planning, parks, and city-owned land, and do our utmost to communicate and consult with local residents and merchants.”
