Goheung County Selected as Education Innovation Leading Region
Secures up to KRW 10 billion over five years... Strengthening the competitiveness of small schools
Goheung County has been selected for the Ministry of Education's “Education Innovation Leading Region” competition, securing the momentum to pursue education reforms tailored to local needs.
Goheung County, led by County Governor Gong Youngmin, announced on November 4 that it had been selected for the Ministry of Education's Education Innovation Leading Region project.
The selection follows Goheung's designation as a pilot region for the Education Development Special Zone. It reflects the joint efforts of Goheung County and the Goheung Office of Education to analyze local educational conditions, strengthen the competitiveness of small schools, and develop an education innovation model tailored to the region.
The Ministry of Education conducted document-based and in-person evaluations of 130 applicant regions nationwide and selected 43 regions as Education Innovation Leading Regions for 2027.
Selected under Type 1, which is for areas experiencing population decline, Goheung County will receive up to KRW 2 billion in special grants annually starting in 2027. The grants will be provided for an initial three years, with an additional two years of support available following a performance evaluation, allowing the county to secure up to KRW 10 billion in total funding over five years.
In particular, Goheung County's case of “operating a collaborative curriculum centered on regular school subjects and supporting teacher development” was selected as a best practice nationwide, recognizing the practical detail and feasibility of its education innovation efforts reflecting local characteristics.
Goheung County and the Goheung Office of Education plan to launch the project in earnest, with “building a high-quality education ecosystem through small-school innovation” as a core task.
First, they will strengthen collaborative curricula across the county's three education zones and expand distinctive programs that draw on local industries, culture, and natural environment to broaden students' learning opportunities.
They also plan to strengthen future-focused education programs linked to specialized local industries, including the space and aviation sectors, and establish a collaborative framework involving schools, the Office of Education, local government, and the community to develop a Goheung-style education innovation model.
