Goyang Reaches Deal to Resolve Deogi District Cadastral Overlap, Paving Way to Restore Property Rights for 5,159 Households
ACRC mediation sets compensation split at 70% for Goyang City and 30% for the association
Cadastral records to be updated in November, paving the way to resolve unregistered land ownership rights
An agreement has been reached to resolve the overlapping cadastral records that have prevented residents of 5,159 households in High Park City, Deogi District, Goyang, Gyeonggi Province, from exercising their property rights. Goyang City plans to update its cadastral records this month to correct the overlap.

The city also said it had signed a final mediation agreement with the Korea Rural Community Corporation, the Deogi Urban Development Project Association, and resident representatives.
Attendees included Goyang Mayor Min Kyung-sun; Anti-Corruption and Civil Rights Commission Chair Jeong Il-yeon; National Assembly member Kim Young-hwan; Gyeonggi Provincial Council member Lee Yun-seung; Goyang City Council members Kim Hak-young and Kim Su-jin; Kim Woo-sang, director of infrastructure projects at the Korea Rural Community Corporation; Deogi Urban Development Project Association Chairman Shim Byung-wook; and residents.
The affected area is around San 92-32 in Deogi-dong, Ilsanseo District. The error in the cadastral records arose because the forest map was not updated during a cadastral subdivision in 1982, and mistakes were made later in the course of a housing construction project. Because a drainage ditch owned by the Korea Rural Community Corporation overlapped with privately owned land in the cadastral records, residents have faced restrictions on their property rights, including because their land rights were not registered.
Under the agreement, the compensation amount will be finalized by taking the arithmetic mean of the valuations from two appraisal firms, one recommended by the Korea Rural Community Corporation and the other by the association. Goyang City will cover 70% of the compensation, and the association will cover the remaining 30%, with the payment going to the Korea Rural Community Corporation.
The city explained that it agreed to share the compensation costs after considering both the responsibility of the cadastral authority for past errors and the impact on the city’s finances. It also cited the possibility that a prolonged lawsuit would continue to inconvenience residents and lead to additional costs, including legal fees and delay damages.
Since a civil complaint was filed with the Anti-Corruption and Civil Rights Commission in March, Goyang City has conducted more than 10 site inspections and working-level consultations. Since taking office, Mayor Min has instructed the city to form a task force in the relevant department and has discussed solutions at meetings with local National Assembly members and provincial council members.
Assemblyman Kim Young-hwan has also consulted with the Ministry of Land, Infrastructure and Transport on possible solutions since March, and in May he asked whether the cadastral records could be corrected ex officio and received a response. Following an on-site meeting chaired by its head in September, the Anti-Corruption and Civil Rights Commission secured a final agreement at this mediation meeting.
After the mediation agreement was signed, the city completed preliminary consultations with the Goyang branch of the Korea Land and Geospatial Informatix Corporation so it could begin updating the cadastral records. The city expects to resolve the overlap this month by correcting or canceling the registered information.
