BISTEP Highlights Practical Strategies for Planning Construction-Oriented and Research-Oriented R&D
6th R&D Planning Capacity-Building Seminar Held
With the abolition of preliminary feasibility studies for large-scale national research and development projects and the introduction of a new preliminary review system, a forum was organized to strengthen the readiness of research institutions and companies in the Busan region.
The Busan Institute of Science and Technology Evaluation and Planning (BISTEP) held the 6th Busan R&D Planning Capacity-Building Seminar on October 30 in the conference hall on the third floor of Busan City Hotel. The seminar was titled "Guidelines for Preliminary Review and Construction-Phase Assessment of Large-Scale R&D Projects."
The seminar was organized to share the newly introduced preliminary review system with local researchers following the abolition of preliminary feasibility studies for large-scale R&D projects, and to strengthen the region's capacity to plan for and respond to medium- and large-scale R&D projects in Busan.
About 50 people attended, including local researchers and policymakers from industry, academia, research institutions, and government who were interested in planning medium- and large-scale R&D projects and the preliminary review system. The lecture was delivered by Ahn Sangjin, head of the Center for R&D Feasibility Analysis 1 at the Korea Institute of Science and Technology Evaluation and Planning (KISTEP).
Ahn explained the direction of reforms to the national R&D preliminary review system following the abolition of preliminary feasibility studies. The government is raising the threshold for projects subject to review from a total project cost of KRW 50 billion or more to KRW 100 billion or more, and will review projects receiving at least KRW 50 billion in government funding. A key element of the reform is to classify R&D projects as either research-oriented or construction-oriented, depending on their characteristics, and apply a review system tailored to each type.
The lecture covered the background to and governance of the reforms to the national R&D preliminary review system; a full-cycle gateway review system for construction-oriented R&D; the core VIP review framework; separate and integrated planning for construction-oriented and research-oriented R&D; and practical response strategies. Attendees shared views on how to plan projects in response to the changes and what to consider during the actual review process.
Chae Junwon, head of BISTEP's Project Planning Division, said, "As the planning and review systems for large-scale R&D projects have changed significantly following the abolition of preliminary feasibility studies, it is important for the region to understand the new system accurately and respond proactively. I hope this seminar will help strengthen Busan's competitiveness in planning medium- and large-scale R&D projects."
