Dongjak-gu Rolls Out Civil Servant-Built AI Assistant for Legal Reviews and Benefits Guidance
Three AI Work-Support Services to Be Piloted
An artificial intelligence (AI) work-support service designed by Dongjak-gu civil servants has been introduced on a trial basis for district office administration. The AI helps with repetitive tasks, including reviewing laws and regulations, searching district administration information, and providing residents with information on benefits tailored to their needs.
Dongjak-gu, headed by District Mayor Ryu Samyoung, announced on October 30 that it would pilot three services from October through December: the AI Legal Review Assistant Agent, the AI District Administration Assistant, and the AI Personalized Benefits Finder. Jeong Yeongeun, head of the Smart Policy Team in the Smart Administration Division, who also serves as head of the AI Planning Team, developed them herself using Works, the district's generative AI platform. The services can be used in the existing work environment without any separate installation.
The AI Legal Review Assistant Agent classifies the subject of a question, then automatically selects the appropriate search tools to check real-time information on official government websites, including the Ministry of Government Legislation's National Law Information Center, the National Assembly Local Council Portal, and Local Finance 365. It helps review legal issues by examining laws and regulations, court precedents, ordinances, as well as district council transcripts and budget documents.
The AI District Administration Assistant searches across information on events, civil complaints related to daily life, budgets, and approval documents, and provides answers along with supporting materials. Previously, staff had to search through documents and websites one by one to find this information. The AI Personalized Benefits Finder displays benefits in a table across seven categories: livelihood and housing; health and care; education and childcare; jobs; transportation and culture; discounts and exemptions; and benefits offered by Dongjak-gu itself. Users enter their age group, area of residence, and circumstances to see the relevant benefits.
During the pilot period, the district will analyze employee satisfaction and incorrect answers to improve the services. Next year, it plans to upgrade the Legal Review Assistant into an "AI Lawyer Service" that also supports legal consultations and the preparation of responses for administrative appeals and lawsuits. The district will also consider turning the Personalized Benefits Finder into a service for residents.
