Land Minister: "We will apply the fastest construction-start model at every stage"
The government plans to lift development restrictions on six areas in Gyeonggi Province, including Gimpo, Guri and Hanam, designate them as new public housing development sites, and supply 76,700 homes there. This follow-up announcement comes after the government said in its August 13 measures that it would supply 27,000 homes in Yeomchang-dong in Gangseo-gu, Seoul, and in Namyangju and Gwangju in Gyeonggi Province. The government is now pursuing a total supply of 100,000 homes in Gyeonggi Province and the greater Seoul area.
The six sites selected this time will use the fast-track groundbreaking model announced in August as part of the plan to accelerate housing supply. This will shorten the time from announcement to groundbreaking to 37 months. The government plans to step up the pace of housing supply, with groundbreaking targeted for 2030.
The Ministry of Land, Infrastructure and Transport announced the new housing supply plan at a regular briefing on housing supply at the Government Complex Seoul in Jongno-gu, Seoul, on October 29. The ministry will first supply 37,000 homes in the Gimpo Ara area of Gyeonggi Province, the largest number among the sites announced in this follow-up. In connection with the Hangang Cinepolis General Industrial Complex and the Gochon logistics complex, the government will create a regional hub for daily life in western Gyeonggi that combines jobs and housing. Gimpo Ara is adjacent to Gangseo-gu in Seoul and the Seoul Ring Expressway, making it a well-located area with convenient access to Seoul and the greater Seoul area. An extension of Subway Line 5 is also currently being pursued.
A total of 14,600 homes are planned for the Guri Geonwon district in Guri, Gyeonggi Province. The area was originally slated for the Guri E-Commerce New Growth Advanced City project, but development has been delayed for an extended period due to a lack of project viability. It is adjacent to the Seoul Ring Expressway and offers access to Jamsil Station in around 30 minutes. The relocation of the wholesale agricultural and fisheries market in the area is under consideration.
In Hanam, Gyeonggi Province, the government will supply 12,000 homes in the Misa district and 6,500 in the Gamil 2 district. Along with housing, it plans to develop a K-culture complex and parks in the Misa district, turning the area into a hub for nature and culture in the eastern part of the region. Extensions of Subway Lines 3 and 9 are currently being pursued, and access to key business districts in Seoul is expected to improve once the lines open.
In Goyang and Uijeongbu, Gyeonggi Province, the government will supply 4,000 homes in the Daegok Knowledge Convergence District and 2,600 in the Uijeongbu Darakwon district, respectively. The Daegok Knowledge Convergence District is a site where the government announced it would lift greenbelt restrictions to support its goal of supplying 50,000 homes in the greater Seoul area, when it announced its November 5, 2024, housing supply measures. Initially, only the area north of Daegok Station was included in the district, but the area to the south has now also been designated. The government will supply an additional 4,000 homes on top of the 9,400 announced in September. The Darakwon district includes Camp Jackson, a former U.S. military site returned to South Korea. It is adjacent to Dobongsan Station, where Subway Lines 1 and 7 connect, making it easily accessible from across the greater Seoul area.
The Ministry of Land, Infrastructure and Transport plans to apply the fast-track groundbreaking model announced in its August 13 measures to these six sites. It will shorten the time required to secure land and provide compensation, starting from the district designation stage, with the aim of beginning construction by 2030. Regarding the designation of the new housing sites, Minister of Land, Infrastructure and Transport Hong Jiseon emphasized, "It is crucial to continue supplying homes in areas preferred by people with genuine housing needs, such as young people and newlyweds. We will apply the fastest groundbreaking model at every stage and move quickly to supply homes."
