Seongbuk-gu Awards Top Prize to 'AI-Powered Construction Real-Name System' at Employee Policy Audition
Cut paperwork and increase on-site inspections through AI innovation
Seongbuk-gu, Seoul (District Mayor Lee Seungro), held the 3rd Seongbuk Policy Audition on the 26th at Seongbuk Art Hall in the district office, where employees competed with policy ideas. The top proposal was an “AI-Powered Seongbuk Construction Project Real-Name System,” which uses artificial intelligence (AI) to reduce paperwork.

This year, participation was expanded to all employees at grade 6 and below, as well as employees of affiliated corporations and foundations. The district received 28 proposals, including ideas for new projects and ways to adopt best practices from other local governments. Ten proposals that passed the first-round review advanced to the final round.
In the final round, presenters from various fields, including resource circulation, communication with residents, safety management, climate response, and youth participation, explained why their projects were needed and how they would be implemented, then answered questions. Seven internal and external judges evaluated the proposals based on necessity and validity, feasibility, and creativity. An on-site evaluation panel of 60 employees also took part in an electronic vote. The winning proposals were selected by combining the judges’ scores, weighted at 60%, with the panel’s scores, weighted at 40%.
The grand prize went to a proposal by Junhyeok Kim, an official in the Architecture Division, for a project that uses AI to reduce the time spent on paperwork so employees can focus more on on-site inspections. “To put into practice Seongbuk-gu’s policy direction that ‘the answers lie in the field,’ we improved paperwork using AI, making it possible to conduct more on-site inspections,” Kim said. He added that he hoped the project would be adopted by other divisions and districts with similar work.
Excellence awards went to “Creating a Safe and Healthy Walking Route for Older Adults on Bogungmun-ro 14-gil,” proposed by the Urban Planning Division’s Urban Planning Team, and “Installing Road Stickers Prohibiting Street Vending and the Placement of Objects on Roads,” proposed by the Construction Management Division’s Street Management Team. Encouragement awards went to “Smart Safety Management for Frontline Workers,” proposed by Changsuk Choi, team leader of the Serious Accident Prevention Team in the Urban Safety Division, and “SILD A.I.,” proposed by the Miribom Team in the Office of the District Council. The Street Management Team received the audience award, while the other five finalists received participation awards. The total prize money was KRW 10.7 million.
Proposals from the audition are being turned into actual projects. The first audition’s grand-prize proposal, “Village Garden Festival,” has expanded into a project to create gardens throughout the district. The second audition’s grand-prize proposal, “Smart Check-In System,” now provides check-in services to about 3,200 people. The district plans to review the latest proposals with relevant divisions, including their feasibility and budgets, and consider incorporating them into district policy.
