Geumcheon-gu to Establish Future Growth Bureau and AI Policy Office in Organizational Restructuring
Seven Bureaus, Two Offices, and 31 Divisions
Strengthening Resident-Focused Administration, Including Urban Renewal and Integrated Care
Geumcheon-gu, Seoul (District Mayor Choi Kichan), will establish a new Future Growth Bureau next January, bringing together cultural, educational and youth policies, and create dedicated units for AI policy and public conflict mediation.
The district announced on October 25 that it will reorganize its main office from the current structure of six bureaus, two offices and 31 divisions to seven bureaus, two offices and 31 divisions. The total number of teams, including those at the public health center and neighborhood community service centers, will increase from 187 to 190. An amendment to the relevant ordinance was passed by the Geumcheon District Council on October 20.
The Future Growth Bureau will comprise four divisions: Culture and Sports, Education Support, Children and Youth, and Jobs and Youth. The aim is to coordinate cultural, educational, children’s, youth, employment and youth-related policies, which have been spread across several bureaus, under one bureau. The district plans to use the new structure to lay the groundwork for future generations to thrive and expand residents’ opportunities to enjoy education and culture.
An AI Policy Office will be established within the Planning and Budget Division. It will be responsible for developing and implementing AI-related policies and improving work efficiency by applying AI technology to administrative work. A Conflict Mediation Office will be set up under the Civil Complaints and Audit Office, which reports directly to the deputy district mayor. It will work to prevent and mediate public conflicts that may arise over local issues, including data centers and redevelopment and reconstruction projects.
The names of several bureaus will also change. The Welfare and Family Bureau will become the Care and Welfare Bureau; the Green Future City Bureau, the Urban Space Bureau; the Culture and Environment Bureau, the Climate, Environment and Living Bureau; the Transportation and Construction Bureau, the Safety and Transportation Bureau; and the Administration and Safety Bureau, the Administration and Autonomy Bureau.
The Urban Space Bureau will rename its Housing Renewal Division the Urban Renewal Division and consolidate redevelopment and reconstruction work, previously handled by different departments, in one place. The Climate, Environment and Living Bureau will oversee climate crisis response, carbon neutrality and living environment management, including sanitation and green spaces. The Safety and Transportation Bureau will bring together disaster and safety management, transportation, roads and flood control.
The Care and Welfare Bureau will rename its Welfare Policy Division the Integrated Care Division and separate its functions for elderly welfare and disability welfare. The public health center will establish a Health and Care Division and a Home-Visit Health Team.
The amendment to the ordinance concerning the reorganization was approved by the Geumcheon District Council on October 20. The district plans to launch the new organization on January 1, 2027, after completing follow-up procedures, including redesigning office space and adjusting staffing levels by department.
