Seoul Plans 2,121 Homes in Myeonmok-Sadang Moa Housing Projects; Rental Housing Burden Reduced
12th Integrated Review of Small-Scale Housing Maintenance
Project Feasibility Adjustment Factor Applied in Myeonmok and Sadang
Plan to Supply 337 Homes in Mia-dong, Gangbuk-gu
The Seoul Metropolitan Government has improved the feasibility of five Moa Housing projects in Myeonmok-dong, Jungnang-gu, and Sadang-dong, Dongjak-gu, by applying a project feasibility adjustment factor, and laid the groundwork for construction to begin in 2027 to supply a total of 2,121 homes.
On the 23rd, the Seoul Metropolitan Government announced that the 12th Subcommittee on Integrated Review of Small-Scale Housing Maintenance had reviewed the Moa Housing project implementation plans and Moa Town management plans for three areas—Myeonmok-dong, Jungnang-gu; Sadang-dong, Dongjak-gu; and Mia-dong, Gangbuk-gu—and approved them as originally proposed or with revisions.

At this review, the Seoul Metropolitan Government applied its project feasibility adjustment factor to Moa Housing projects in Myeonmok-dong and Sadang-dong, improving the conditions for moving the projects forward.
The project feasibility adjustment factor is a system that adjusts the burden of public contributions, such as floor area ratio incentives and the provision of rental housing, to account for differences in land prices and project conditions by area. In general, areas with higher land prices have greater project feasibility, while those with lower land prices have faced differences in feasibility even under the same redevelopment conditions. The fact that most Moa Town project sites are concentrated in northern Seoul and the southwestern region has also made it difficult to move projects forward.
The review adjusted the rental housing plans for Moa Housing projects in Myeonmok-dong and Sadang-dong while keeping their existing building plans unchanged. At the four Moa Housing sites in Myeonmok-dong, the number of rental homes was reduced from 459 to 310, while at the Sadang-dong site, it was reduced from 44 to 32.
Four Moa Housing Projects in Myeonmok-dong, Jungnang-gu, to Supply 1,904 Homes
The area around 86-3 Myeonmok-dong, Jungnang-gu, is densely populated with low-rise housing and was selected as a pilot site for the Moa Town project in February 2022. Integrated development of four Moa Housing projects is now underway, with plans to supply a total of 1,904 homes. The site urgently needs improvements to its residential environment because of uneven terrain and a narrow road network. Following its selection as a Moa Town pilot site, the zoning was upgraded to a Type 3 General Residential Area, and plans call for a complex of up to 38 stories.
Plans are also underway to improve infrastructure, including roads and parking facilities, to enhance residents' living conditions. The narrow northern access road will be widened to as much as 13.6 meters, and a shared underground parking garage for the entire project area will be built to ease parking shortages and improve vehicle access.
Feasibility Improved for 217-Home Moa Housing Project in Sadang-dong, Dongjak-gu
The Moa Housing project around 206-1 Sadang-dong, Dongjak-gu, will comprise 217 homes and received approval for its project implementation plan in September 2025. The project is part of the Moa Town project around 202-29 Sadang-dong, where a total of 1,725 homes are planned across eight project areas.
Along with improving the feasibility of Moa Housing projects, the Seoul Metropolitan Government plans to apply public-interest standards, including social-mix plans that avoid distinctions between homes for sale and rental housing, as well as compensation measures for tenants.
Plans for 337 Homes in Mia-dong, Gangbuk-gu
The Moa Town project around 791-1134 Mia-dong, Gangbuk-gu, includes plans for 337 multi-family homes, an increase of 124 from the existing 213. Of these, 34 will be rental homes.

The buildings will be arranged with consideration for the landscape around Bukhansan Mountain and the hilly terrain. Plans also include recreational spaces and shared facilities for residents.
Plans call for widening existing roads and building a new connecting road to improve vehicle access and pedestrian conditions. Samyang-ro 63-gil to the north and Samyang-ro 59-gil to the south, both of which connect to Samyang-ro, will be widened, and a new connecting road will be built to the west to improve links with surrounding roads. Roads around the complex will be upgraded to widths of 8 to 12 meters, depending on the section, and a 3-meter-wide pedestrian space will be provided between the buildings and the roads.
The plans also include measures to improve the conditions for moving the project forward. Floor area ratio incentives will be applied for the provision of rental housing and the installation of infrastructure for redevelopment. A project feasibility adjustment factor of 1.5 will be used to calculate the floor area ratio incentive for building rental housing, with the aim of improving project feasibility.
