Gangwon Province Mayors and County Governors Council Adopts Joint Proposal
Urges the Government and National Assembly to Fully Allocate Next Year's National Funding
Mayor Koo Jayeol: "Key Rail Network Linking the Seoul Metropolitan Area and Gangwon Province"
Wonju City in Gangwon Province has called on the government and the National Assembly to fully allocate KRW 293 billion in next year's national budget to ensure the Yeoju-Wonju double-track railway is completed on schedule in 2028.
Attendees at the second regular meeting of the Gangwon Special Self-Governing Province Mayors and County Heads Council for the ninth popularly elected term, held at Gangneung City Hall on the 22nd, are adopting a joint proposal urging the full allocation of 293 billion won in national funding for 2027 to ensure the timely completion of the Yeoju-Wonju double-track railway in 2028. The Yeoju-Wonju double-track railway is a national rail project with a total length of 22.171 kilometers, connecting the Seoul metropolitan area and Gangwon Province. The project, with a total cost of KRW 1.0934 trillion funded entirely by the national government, is underway with completion targeted for December 2028.
Once completed, the project is expected to improve rail access between the southern Seoul metropolitan area and Yeongseo and east coast areas of Gangwon Province, while greatly improving transportation convenience for residents in south-central Gangwon, including Wonju.
The challenge is securing next year's budget. Wonju City says that, because large-scale funding will be needed to build rail systems—including tracks, power, communications and signaling—after the roadbed construction, delays in securing national funding would inevitably disrupt subsequent phases of the project.
In their joint proposal, the Mayors and County Governors Council called for the full allocation of the KRW 293 billion in national funding needed for 2027 and the restoration to the original proposed amount of project funding that was cut during budget deliberations.
Wonju City plans to step up cooperation with relevant organizations and make every effort to secure national funding.
