"Redevelopment projects in first-generation new towns are an important task for improving aging residential environments and expanding housing supply in the Seoul metropolitan area," Minister Hong said. "Compared with other first-generation new towns, projects in the leading districts in Ilsan are progressing relatively slowly. The time has come for visible progress that Ilsan residents can feel."
He continued, "As a review of the standard floor area ratio is under way, I ask Goyang Special City to promptly establish a reasonable direction for improvements so that the projects can gain momentum."
He added, "Please ensure that follow-up procedures, including the designation of special maintenance zones for the leading districts, proceed without a hitch. The Ministry of Land, Infrastructure and Transport will also work with Goyang Special City and LH to strengthen institutional and administrative support."
Regarding the reconstruction of long-term public rental housing, he emphasized both the need to expedite projects and the importance of ensuring stable housing for residents. Heundol Maeul 4 Complex, which he visited that day, is permanent rental housing completed in 1995, with 1,141 households. Preliminary procedures are under way, with the goal of designating it a special maintenance zone in the first half of 2027.
Minister Hong told LH, "Please promptly proceed with follow-up procedures, including drawing up a special maintenance plan and designating the zone, so that the project can take shape at an early stage." He also said, "Please give top priority to housing stability for existing residents, including older adults and people with disabilities, and carefully address the provision of temporary housing and support for relocation and resettlement."
After touring the redevelopment site in Baeksong Maeul, Minister Hong stressed that projects in the leading districts should serve as a catalyst for accelerating redevelopment across Ilsan.
