Seoul Extends Public Support for Association Formation to Moa Housing Projects
Public support for association formation, previously focused on large-scale redevelopment projects,
expanded to Moa Housing project areas within Moa Towns.
The Seoul Metropolitan Government announced on October 20 that it will expand the public support it has provided for association formation, previously focused on large-scale redevelopment projects, to Moa Housing projects.
The program is designed to ease the difficulties residents face during the association formation process, including complex administrative procedures and a lack of specialized information. The city plans to provide professional support from the initial stages of forming an association to ease the burden on residents and help build momentum for redevelopment projects.
As the public-support provider, each district office will select a professional redevelopment project management firm to assist with the procedures required to establish an association. Support will include identifying landowners and other rights holders, preparing an association formation plan, organizing a residents' consultative group, assisting with the collection of consent forms, drafting the association's bylaws, and supporting the convening of the inaugural general meeting.
The city will subsidize part of the costs districts incur in providing support for association formation, up to KRW 100 million per project area. This year, it plans to select and support around 20 areas within Moa Towns.
Eligible areas are project implementation areas within Moa Towns where the formation of an association is newly being pursued. They must have at least 100 landowners and other rights holders and be planning to proceed through an association-based street housing renewal project or small-scale reconstruction project.
Applications for public support require the consent of at least 50% of landowners and other rights holders. However, an application may also be submitted when the consent rate is below 50% if the district head deems public support necessary.
The Seoul Metropolitan Government will accept applications on a rolling basis from October 21 through the end of the year. For areas submitted after a preliminary review by the relevant district office, the city will comprehensively assess factors including residents' consent rates, project feasibility, the urgency of renewal, and the district's capacity to carry out the project. It plans to hold selection committee reviews on a rolling basis and then finalize the areas to receive support.
