Mayor Lee Sangil: “Meaningful Agreement to Promote Mutually Beneficial Development and Improve Transportation Convenience for Residents of Yongin and Hwaseong”
Lee Sangil, mayor of Yongin Special City in Gyeonggi Province, said on October 19, "Expanding the interconnected transportation network between neighboring Yongin and Hwaseong will help both cities grow together and improve transportation convenience for residents. We will work with Hwaseong City to build a new connecting road as quickly as possible."

Before signing, the two mayors heard a briefing on the interconnected transportation network project at the Dongtan 9-dong Administrative Welfare Center in Hwaseong.
The agreement follows up on the joint declaration the two mayors announced in November 2025 to expand transportation links between Yongin and Hwaseong. It calls for pursuing three road projects connecting Idong-eup and Namsa-eup in Yongin with Dongtan in Hwaseong, and jointly responding to the need to expand major rail networks.
The key project is a new road connecting Wanjang-ri in Namsa-eup, Yongin, with Sindong in Dongtan, Hwaseong. The road will be approximately 3.96 kilometers long, with four lanes for two-way traffic, and will include tunnels and bridges. The total project cost is estimated at approximately KRW 210 billion, to be shared by the two cities.
The road will run between Nationally Supported Local Road No. 84, which connects Cheon-ri in Idong-eup, Yongin, with Jung-ri in Dongtan, Hwaseong, and Nationally Supported Local Road No. 82, which runs from Songjeon-ri in Idong-eup, Yongin, through Namsa-eup to Jangji in Dongtan. The two cities expect the new road to ease traffic on existing roads and make travel between the areas more convenient once it opens.
Mayor Lee said, "A National Industrial Complex for Advanced System Semiconductors, which will house six Samsung Electronics semiconductor production lines, is being developed in Idong-eup and Namsa-eup, Yongin, and Samsung Electronics also has production lines in Hwaseong. The two cities will become key hubs of Korea's semiconductor industry."
He added, "Once the road connecting Wanjang-ri in Namsa-eup, Yongin, with Sindong in the Dongtan area of Hwaseong is built, traffic on Nationally Supported Local Roads No. 82 and 84 will flow much more smoothly, and exchanges between residents of the two cities will also become more active. Yongin City will work with Hwaseong City to build the new road as quickly as possible."

They plan to proceed with the project with the goal of completing it in 2032, after conducting a feasibility study through the Local Investment Management Center (LIMAC) of the Korea Research Institute for Local Administration and beginning basic and detailed design in 2028.
The cities will also cooperate on projects for Nationally Supported Local Roads No. 84 and 82. The 6.4-kilometer section of Road No. 84 connecting Woncheon Intersection in Cheon-ri, Idong-eup, with Jung-ri in Dongtan will have four lanes for two-way traffic, with opening targeted for the end of 2028. Construction progress on the 4.2-kilometer section in Yongin has now exceeded 85%.
The Road No. 82 project involves building and expanding a 5.1-kilometer section to four lanes for two-way traffic, running from Songjeon-ri in Idong-eup through Chang-ri in Namsa-eup to Jangji in Dongtan. The project is currently in the design phase as part of the transportation network development for the National Industrial Complex, and compensation is expected to begin next year.
The cities will also strengthen coordination to expand their rail networks. They agreed to jointly push for the South Gyeonggi East-West Transversal Line and the South Gyeonggi Metropolitan Railway to be included in the 5th National Rail Network Plan.
The South Gyeonggi East-West Transversal Line, known as the "Semiconductor Line," is an 89.4-kilometer route connecting Jeongok Port in Hwaseong to Bubal in Icheon via Dongtan, Namsa-eup and Idong-eup in Yongin, and Wonsam-myeon. The South Gyeonggi Metropolitan Railway is a 50.7-kilometer route from Jamsil Sports Complex Station in Seoul to Bongdam in Hwaseong via Suseo, Pangyo in Seongnam, and Sinbong-dong and Seongbok-dong in Yongin, as well as Gwanggyo in Suwon.

The two mayors also agreed that the preliminary feasibility study for the Bundang Line extension connecting Giheung, Dongtan and Osan, and the private-sector feasibility assessment for the Central Region Metropolitan Express Railway (JTX), should be carried out promptly. They plan to hold working-level meetings every six months to discuss progress on each project and ways to cooperate.

Yongin and Hwaseong are putting a cooperative framework into action to improve transportation convenience for residents and promote mutually beneficial development. We will do our utmost to make this cooperation a model for the rest of the country."
