AI services presented across five key areas, including administration, disaster response, and industry

Local Government AI Adoption Guide Released... Korea Local Information Research & Development Institute Publishes AX Guide View original image

The Korea Local Information Research & Development Institute has issued guidelines to support local governments in their artificial intelligence transformation (AX). The guidelines outline AI service models that local governments can adapt to local conditions and budgets, ranging from AI-powered civil complaint consultations to wildfire and flooding forecasts and the identification of households in crisis.

The institute said on October 19 that it had published and distributed the “Guide to Artificial Intelligence (AI) Services for the Effective Promotion of AX in Local Governments” to local governments nationwide.

The guide was developed to address the limitations of local governments adopting AI individually and in a fragmented manner, and to support systematic AX at the local-government level in line with the government’s policy agenda and the “Republic of Korea Artificial Intelligence Action Plan.” Its distinguishing feature is that local governments can select, modify, or combine services according to local conditions and budgetary circumstances.

The guide divides areas with high potential for practical use into five categories: administration and civil complaints, disaster and safety, regional industries, bridging gaps, and transportation and the environment. It then outlines key AI services for each area. For administration and civil complaints, it covers the introduction of 24-hour AI consultations for civil complaints and AI work assistants. For disaster and safety, it presents systems for forecasting wildfires and flooding in advance and for analyzing 119 emergency call audio in real time.

For regional industries, the guide includes collaborative AI learning in manufacturing and smart agriculture, livestock, fisheries, and aquaculture. For bridging gaps, it features the proactive identification of households in crisis and AI assistants for small business owners. For transportation and the environment, it highlights applications such as intelligent traffic signal control and AI-powered recycling sorting robots.

The guide also outlines support measures to help local governments adopt AI. These include distributing a “Model Ordinance on AI and Data Standards” to reduce legal and institutional uncertainties that may arise during AI adoption, providing tailored consulting to assess each local government’s AI capabilities, and implementing a standardized distribution program to extend validated AI solutions to other local governments.

Woo Jeong-min, president of the Korea Local Information Research & Development Institute, said, “As national AI policies gather momentum, local governments also need to move beyond introducing individual services and pursue AX systematically. Based on this guide, we plan to support local governments in developing their basic plans for intelligent information technology and provide on-site consulting to those interested in adopting AI services.”

The guidebook is available on the Korea Local Information Research & Development Institute’s website.
