Appoints resident representatives from towns, townships and neighborhoods to discuss the city’s future vision and development direction
Will gather opinions on local issues and development strategies through four meetings
After reviewing residents’ opinions, will proceed with procedures including a public hearing and deliberation by the Urban Planning Committee
Sacheon City in South Gyeongsang Province is expanding resident participation in the development of an urban master plan to set the city’s long-term development direction through 2040.
The city announced on October 16 that it launched a resident planning group on October 15 to help develop the “2040 Sacheon Urban Master Plan” and has begun operating it in earnest.
An urban master plan is a statutory plan that outlines a city’s long-term development direction, including its spatial structure, land use, infrastructure expansion and improvements to the living environment.

The group includes 29 residents representing Sacheon City’s towns, townships and neighborhoods. The city said it selected participants with consideration for factors such as age group and areas of activity to reflect the characteristics of each area and a range of opinions.
The group is scheduled to hold a total of four meetings to discuss major local issues and the city’s development direction.
Key topics will include identifying issues and tasks in each living area, setting a vision for the city’s future, planning its spatial structure and development direction, and developing strategies for different sectors.
In particular, the group will give residents a forum to share their views on local issues they encounter in daily life, such as transportation, housing and the living environment, and discuss the city’s long-term development direction.
The city plans to review the proposals made by the group and incorporate them into the development of the urban master plan.
The plan will then be finalized after the relevant administrative procedures required by law, including a public hearing, deliberation by the Urban Planning Committee and approval by South Gyeongsang Province.
Sacheon City plans to use the group to gather views on local development conditions and living environments, and expand opportunities for residents to participate in the development of the urban master plan.
A city official said, “The 2040 Sacheon Urban Master Plan is an important plan that will set the city’s development direction for the future. We will review the diverse opinions presented by the resident planning group and develop a plan suited to local conditions.”
The launch of the resident planning group is significant because it gives residents a direct role in developing Sacheon City’s long-term urban development plan.
In particular, because the urban master plan will serve as a basis for determining the city’s overall development direction, including future land use, transportation, housing and industrial facilities, it is important to gather a wide range of views on local interests and living environments.
However, with only four meetings scheduled, a key question is how thoroughly the group can discuss local issues within the limited meeting period.
