Iljin Steel: "Files for Anti-Dumping Probe into Chinese Seamless Steel Pipes and Tubes... Industry Ministry Opens Investigation"
Investigation launched into dumping and injury to the domestic industry
Iljin Steel said on October 15 that it had requested an anti-dumping investigation into seamless steel pipes and tubes from China, and that a full-scale investigation had begun as a result.
The Korea Trade Commission under the Ministry of Trade, Industry and Energy decided to launch an investigation into whether Chinese seamless steel pipes and tubes were being dumped and whether they had harmed the domestic industry, following an application filed by Iljin Steel in August. The decision was officially announced. The investigation follows a determination that the domestic industry's production and sales base and profitability have deteriorated as the market share of Chinese seamless steel pipes and tubes has expanded.
According to Iljin Steel, even as domestic demand for seamless steel pipes and tubes has declined, the market share of Chinese products rose steadily from 2021 to 2025, while the market share and shipment volume of domestically produced products fell significantly.
Seamless steel pipes and tubes are widely used in heat recovery steam generators (HRSGs), boilers and heat exchangers, line pipes, and machinery and automotive parts. The investigation excludes certain products, including stainless steel pipes and tubes, as well as oil country tubular goods (OCTG) used in crude oil and natural gas production.
The Korea Trade Commission selected three Chinese seamless steel pipe and tube manufacturers as representative suppliers for the purpose of calculating dumping margins. The investigation will proceed through a preliminary investigation and a final investigation, after which the final determination on dumping and whether to impose duties will be made. The final determination is generally made within three to five months of the preliminary determination.

An Iljin Steel official said, "This investigation is a procedure to create market conditions for fair price competition and maintain the domestic production base for seamless steel pipes and tubes, which are essential to key national industries." The official added, "We will submit objective data thoroughly and cooperate fully with the Korea Trade Commission's investigation."
