Lee Min-geun, mayor of Ansan in Gyeonggi Province, declared “uninterrupted development for Ansan” as the city marked the 100th day since the launch of its ninth popularly elected administration. Building on the industrial, transportation, welfare and education foundations laid during the eighth administration, the plan is to deliver results that residents can feel in their daily lives over the next four years.

The focus is on fostering advanced industries and strengthening the city’s competitiveness. The city plans to develop the Ansan Science Valley (ASV) Gyeonggi Free Economic Zone into a hub for future industries and accelerate the AI transformation (AX) of the Banwol National Industrial Complex. It also plans to reshape urban spaces and improve transportation by placing the Ansan Line underground and expanding the metropolitan rail network.

Lee announced the city administration’s direction for the next four years, which includes these plans, at a media briefing on the vision for the ninth popularly elected administration held at Ansan City Hall on the morning of October 14.

“The first 100 days of the ninth administration were not about finding a new direction, but about reviewing projects launched under the eighth administration and fleshing out implementation plans,” Lee said. “I believe that residents giving us another opportunity means they expect us to build on the foundations we have laid and deliver visible results.”

The governing philosophy Lee set out for the ninth administration is “governance that connects.” It means linking past achievements with future opportunities and connecting industrial growth with residents’ happiness. To put this into practice, the city will pursue five goals and nine strategies focused on residents, advanced innovation, welfare and culture, future education, and transportation and the environment.

During the eighth administration, Ansan recorded a 92.7% rate of fulfilling its campaign pledges and received the top grade, SA, in the pledge-fulfillment evaluation for two consecutive years. It also laid the groundwork for future growth, including the designation of the ASV Gyeonggi Free Economic Zone, the selection of placing the Ansan Line underground as a national leading project, and the launch of the AX transformation project at the Banwol National Industrial Complex.

During the ninth administration, the city will focus its administrative efforts on turning these projects into tangible investment and job creation.

First, the city will work to establish a 500-bed general hospital and an advanced medical complex cluster at Hanyang University ERICA Campus. It plans to develop the Gyeonggi Free Economic Zone, which covers approximately 500,000 pyeong, into a global innovation hub by bringing together industries such as robotics, AI and smart manufacturing, along with research and development functions.

The city will invest 28 billion won by 2028 to build an AX testbed industrial complex at the Banwol National Industrial Complex. It will establish an AX Comprehensive Support Center and a Manufacturing AI Open Lab to help small and midsize manufacturers directly test and use AI technologies at their production sites.

The city will flesh out plans to use the Daesong Complex as a future growth area for Daebudo, encompassing tourism, agriculture, biotechnology and renewable energy.

In transportation, placing the Ansan Line underground is a key project. The city plans to put approximately 5.12 kilometers of railway between Choji Station and Jungang Station underground and redevelop the surface area into a resident-focused space combining parks, green spaces, cultural venues and commercial facilities. The plan is to connect the old and new downtown areas, which have been divided by the railway, and create a new central axis for the city.

The city will also work to include the construction of Sai Station on the Shinansan Line and an extension to Daebudo in the national rail network plan. It will also pursue practical measures closely tied to daily life, including improving headways on the Suin-Bundang Line during commuting hours, securing 5,000 spaces in safe parking lots, and expanding metropolitan bus services to Seoul.

Welfare policies will also be expanded. The city is preparing a program to provide rental housing to young people for 1,000 won a day, or about 30,000 won a month, and will strengthen tailored welfare for people with disabilities as well as housing, care and employment support for older adults.

The city will also introduce “Working Mom All Pass” to ease the childcare burden on dual-income families. It plans to create four public kids’ cafes and introduce a shared childcare allowance for fathers as part of its efforts to make Ansan a family-friendly city.

The city will operate multipurpose community centers in residents’ neighborhoods and expand community access to public facilities, including school gymnasiums, sports fields and parking lots. Starting in 2027, it plans to broaden coverage under the Citizens’ Safety Insurance program and simplify the application process.

In education, the city will strengthen tailored career and college admissions support for students through its Career and College Counseling Center. It will also expand education in future technologies such as AI and robotics.

In particular, the city plans to establish an education-focused Edu-Town in Blocks 89 and 90 of Sadong, laying the groundwork for a path from education to employment and local settlement. The aim is to enable people who grew up in the area to find jobs in Ansan and plan their futures there.

In culture and tourism, the city will develop signature festivals for all four seasons and expand park golf courses. It will also work to establish the Daebudo Tidal Flat Wetland Conservation Center and Nujeom Island Seaside Park, broadening the foundation for marine ecotourism.

At the vision briefing, Lee repeatedly stressed policy continuity and the ability to deliver. Rather than simply adding new projects, the city will improve the completion of existing ones and bring about changes residents can feel.

“If the eighth administration was a time to lay the foundations for Ansan’s future, the ninth will be a time to deliver results residents can feel on those foundations,” Lee said. “We will accelerate projects already underway, address areas that need improvement, and bring them to completion with tangible results.”

He added, “We will carefully manage the schedules and targets for each campaign pledge, and speak candidly with residents about any adjustments needed during implementation. We will build up results that residents can feel, one by one, through action rather than words.”
