[Invest&Law] KBA Names Hwang Jinseop and Others Outstanding Lawyers for "Changing Tattooing Precedent"
Lawyers Seo Goeun, Chae Yonghyeon, and Hwang Jinseop Honored
Hwang Jinseop, an attorney who changed a Supreme Court precedent treating cosmetic tattooing by non-medical practitioners as unlicensed medical practice, and two others were named Outstanding Lawyers by the Korean Bar Association.
The Korean Bar Association held the 34th Outstanding Lawyer Awards ceremony on October 12 at its headquarters in Seocho-gu, Seoul. The recipients were Seo Goeun (third Korean bar exam), Chae Yonghyeon (fourth Korean bar exam), and Attorney Hwang. The association selected the three after reviewing recommendations for attorneys active in areas including justice and human rights, improving the legal system, and public service.
Attorney Hwang secured a Supreme Court en banc ruling that changed the longstanding precedent treating cosmetic tattooing by non-medical practitioners as unlicensed medical practice. He has also served as legal counsel to the Ministry of Planning and Budget and as court-appointed counsel for bereaved families of service members who died in the line of duty and victims of military crimes.
As president of the Korean Lawyers Association, Attorney Chae publicly proposed converting law schools to a four-year system, reducing their admissions quotas, and normalizing the pass rate for the bar exam. He also pursued policy initiatives, including introducing a year-round mentoring program for young attorneys and improving their working conditions.
