Gyeonggi Province Reviews Progress on 131-MW Facility
Examines Ways to Boost Productivity at Companies in the Sihwa National Industrial Complex
Joo Hyungcheol, Gyeonggi Province Vice Governor for Economic Affairs, visited the site of the Tandoho floating solar power project and a manufacturing artificial intelligence (AI) support facility in the Sihwa National Industrial Complex on October 8 to review the project’s progress and the status of support for businesses.

Vice Governor Joo first received a briefing on the progress of the Tandoho floating solar power project from the Korea Rural Community Corporation and other relevant organizations at the Gyeonggi Marine Safety Experience Center, and then toured the project site.
The project involves building a 131-megawatt floating solar power facility on Tandoho in Songsan-myeon, Hwaseong. The total project cost is KRW 225.4 billion. A consortium involving Hanwha Solutions, Hyundai Engineering, Korea Southern Power, and Soul Energy is leading the project. The process began with a third-party proposal notice in September 2023, followed by the selection of a preferred negotiating party in November of that year. An implementation agreement was signed in April 2024.
Vice Governor Joo then visited the Industry-Academic Cooperation Building at Tech University of Korea’s Second Campus in Siheung. He toured the Process Innovation Simulation Center, the Manufacturing AI Open Lab, the Semiconductor Package and PCB Center, the Convergence Testing and Analysis Center, and the AI Factory Research Center, reviewing manufacturing innovation infrastructure and support for businesses.
The Process Innovation Simulation Center provides access to high-cost equipment and software that individual companies may find difficult to acquire. It helps improve quality and productivity by identifying and correcting errors before products are manufactured. The center also supports prototype production, testing, evaluation and certification, as well as technical guidance and training.
Opened in August, the Manufacturing AI Open Lab is a space where AI suppliers, end-user companies, and research institutions conduct technology research and demonstrations and collaborate. Gyeonggi Province is supporting the AI transformation of manufacturing companies through the Banwol-Sihwa AX Demonstration Industrial Complex project. From 2026 to 2028, the province plans to invest KRW 900 million in demonstrations at leading AX factories.
Vice Governor Joo said, "We will continue to review the progress and outstanding issues of the Tandoho floating solar power project, and work with relevant organizations to explore ways to move it forward."
