Amendments to the AI Basic Act (the Framework Act on the Development of Artificial Intelligence and the Establishment of a Foundation for Trust) and the Data Industry Act (the Framework Act on the Promotion of the Data Industry and the Promotion of Data Use) passed a Cabinet meeting on October 13.

The amendment to the AI Basic Act requires AI training data created through government projects and other means to be linked to and provided through AI Hub. AI Hub, operated by the Ministry of Science and ICT since 2018, is a platform that builds and makes available large-scale AI training datasets that universities and small and medium-sized enterprises would find difficult to secure on their own.

However, data may not be linked or provided if it is determined to fall under grounds specified by Presidential Decree, such as protecting trade secrets, preventing violations of personal information or copyright, or safeguarding national security.

The amendment to the Data Industry Act provides for the integrated supply of information on the location of public and private data. Under the amendment, the Minister of Science and ICT may ask public institutions and private corporations, among others, to link data-location information needed to build the national data integration platform, “One-Window.”

The amendments will take effect in April 2027. The Ministry of Science and ICT plans to establish a national AI data management system by revising subordinate statutes in line with the amendments.

Eom Yeol, Director General of the Ministry of Science and ICT’s AI Policy Office, said, “Through these amendments, we will strengthen the foundation for using national AI data and support the development of the AI industry.”
