Gwangjin District Finalizes 72 Pledges Across Six Areas for Ninth Elected Term... Focus on Housing Redevelopment, Dong Seoul Terminal Modernization
Refined based on residents' feedback
Implementation plan to be published on district office website in January 2027
Gwangjin District in Seoul (District Mayor Kim Kyungho) announced on October 12 that it had finalized 72 pledge projects across six major areas to realize the ninth popularly elected administration's vision for “A Happy Gwangjin Where It Is Easy to Live.” The plan centers on projects to strengthen the district's urban competitiveness, such as housing redevelopment and modernization of the Dong Seoul Terminal, along with policies closely tied to residents' daily lives in areas including welfare, jobs, culture, and safety.
The district outlined the following key pledges by area. “Balanced Development” includes accelerating housing redevelopment projects and modernization of the Dong Seoul Terminal, creating a forest-oriented neighborhood around Children's Grand Park, expanding commercial districts around subway stations and creating a “live-work-play” city, and carrying out mixed-use development on the site of the former district office. “Shared Welfare” includes expanding integrated medical and long-term care services, building Gwangjin Municipal Children's Hospital, providing safe childcare, expanding job opportunities for people with disabilities and guaranteeing their mobility rights, and holding more dining-out days at senior centers.
The “Economic Vitality” area includes attracting 15,000 quality jobs, fostering traditional markets and neighborhood businesses, expanding Gwangjin's rent and moving-cost assistance for young people, increasing financial support for small businesses and small and medium-sized enterprises, and developing young talent in artificial intelligence (AI). “Culture and Education” includes building an eco-friendly sports park and a multi-purpose sports facility on the sports site in Gwangjang-dong, expanding support for recreational sports, and increasing educational funding for kindergartens, elementary, middle, and high schools.
Under “Safety and Environment,” the district will expand CCTV cameras and security lights, strengthen its AI-based smart safety network, increase the number of public parking lots, reduce household waste, clear street vendors near Konkuk University Station and other locations, and build new access facilities connecting Jayang Interchange to Gangbyeonbuk-ro. “Open Communication” includes on-site communication, such as meetings with the district mayor; upgrading the policy participation platform; a service to help residents secure rental contracts with confidence; and property tax reductions for families with multiple children.
The district incorporated residents' feedback from the subcommittee and final meetings of the Gwangjin Future Vision Promotion Committee into the pledges after review by the responsible departments. It then held two review briefings and conducted an online survey, assigning a management number to each project based on residents' preferences. The district plans to publish its pledge implementation plan on the district office website in January 2027 after further development and revisions, and to regularly review progress.
