623 More Jeonse Fraud Victim Cases Approved in September... Cumulative Purchases Reach 11,148 Homes
Ministry Designates 41,559 Jeonse Fraud Victims and Others to Date
The Ministry of Land, Infrastructure and Transport said on the 12th that it held three plenary meetings of the Jeonse Fraud Victim Support Committee last month, reviewed 1,642 cases, and gave final approval to 623 applicants as victims of jeonse fraud, etc.
Of these, 579 were new applications, while 44 were decided after additional review confirmed that they met the requirements, following appeals against previous decisions. Of the remaining 1,019 cases, 583 were rejected for failing to meet the requirements. Another 208 were excluded because the full deposit could be returned through guarantee insurance or the minimum preferential repayment amount. Among the appeals, 228 were dismissed for failing to meet the requirements.
The number of people finally designated as victims of jeonse fraud, etc. has now reached 41,559. Cumulative decisions requesting cooperation on emergency deferrals of court auctions and public auctions totaled 1,251, while the number of support services received by designated victims and others stood at 80,188. Tenants who were not designated as victims of jeonse fraud, or who received a decision denying their claim or designating them as victims of jeonse fraud, etc., may file an appeal in accordance with the relevant regulations.
As of the end of last month, the Korea Land and Housing Corporation (LH) had purchased 11,148 homes affected by jeonse fraud. The number rose from 90 homes during the first year of purchases in 2024 to an average of 163 per month in the first half of the following year and 654 per month in the second half. So far this year, purchases have averaged 684 homes per month, with acquisitions of affected homes gradually accelerating. The Ministry of Land, Infrastructure and Transport and LH are holding purchase review meetings and operating a fast-track process that shortens related procedures to speed up acquisitions.

Tenants experiencing hardship due to jeonse fraud can apply to be designated as victims through the city or province with jurisdiction over their residence. Those designated as victims can receive detailed guidance at a Jeonse Damage and Prevention Support Center or branch office nationwide. The Ministry of Land, Infrastructure and Transport and the Korea Housing & Urban Guarantee Corporation are conducting a safe-contract consulting program to help prospective tenants check ownership and other rights, as well as potential risks, before signing a lease, as part of efforts to prevent jeonse fraud.
