Yongsan District Unveils Four-Year Welfare Blueprint, Strengthens Integrated Medical and Long-Term Care
Mid-term plan sets direction for local welfare
Sixth Community Social Security Plan to be finalized this month
Yongsan District in Seoul, led by Mayor Kim Gyeongdae, has unveiled a blueprint for local welfare programs to be implemented over four years starting in 2027. It includes 48 detailed projects, such as strengthening integrated medical and long-term care services and training talent for jobs linked to the local area.

Based on the results of a survey of residents’ needs, the draft comprises four social security strategies, four regional development strategies, and 48 detailed projects. Fourteen departments will take part in the projects.
The four social security strategies are Yongsan-style care and daily living support throughout life; a safe living environment where diversity thrives; a safety net for income, jobs, and housing that protects people’s daily lives; and cultural and supportive networks that connect people.
The district plans in particular to strengthen Yongsan-style integrated medical and long-term care services and operate training programs linked to local jobs. The regional development strategies include identifying eligible beneficiaries and strengthening workforce capabilities.
The district said the plan focuses on local welfare that leaves no resident behind, including older adults, children, people with disabilities, and other vulnerable groups. After launching the research project in April, it analyzed local conditions and welfare needs, gathered input from residents, experts, and people working in the field, and reviewed existing welfare programs.
The district plans to revise the draft to reflect feedback from the meeting and finalize the plan this month, after procedures including a public notice. Under the Act on Social Security Benefits, the Community Social Security Plan is a statutory mid-term plan drawn up every four years. It analyzes local welfare conditions and needs to set the direction of social security policy and identify key projects.

“We will build ‘Yongsan, an attractive city opening the way to the future,’ where everyone can be happy and no one is left behind, including older adults, children, and people with disabilities,” Mayor Kim said. “Putting the plan into practice is more important than setting a course for Yongsan’s welfare policies over the next four years. I ask each department to communicate and collaborate proactively so that the plan delivers results on the ground.”
