Around 150 people, including residents, will attend. The district has set "Energize Gangnam! Excite Residents! Transform Gangnam!!" as its vision and "Innovation, Opportunity and Partnership" as its three core values. The pledges comprise 19 for a city that is a good place to live, 10 for a city where opportunities grow, 15 for a city to learn and enjoy, 16 for a city whose benefits are shared, and seven for a city that puts people at ease.
Key pledges include expediting permits for reconstruction and redevelopment and shortening project timelines; establishing a Gangnam-style tax response system to protect property and residency rights; securing public parking by making use of areas beneath neighborhood parks and other sites; supporting improvements in students' basic academic skills; developing a Gangnam-style compact city centered around transit hubs; fostering Gangnam's unicorn companies and supporting venture firms and startups; and identifying people in welfare blind spots.
Over the past 100 days, reconstruction has been a central focus of district administration. On his first day in office, Mayor Kim signed off on the "Gangnam Reconstruction Acceleration and Harmony (Shinhwa) Project" as the first agenda item and took charge of its task force himself. The district approved the implementation plan for the Eunma Apartment reconstruction project 33 days ahead of the statutory deadline, describing it as the shortest processing time on record in Gangnam District.
The day's schedule begins at 7:30 a.m. with a breakfast meeting in the district office cafeteria with 34 frontline staff, including employees from the building management office and cleaning workers. At 9:10 a.m., a special expanded executive meeting titled "100 Days Made Together" will be held in the lobby of the district office's main building, where 13 employees will receive commendations. The award recipients will present their achievements, including opening smart shared parking to everyone 24 hours a day, 365 days a year; an integrated narcotics prevention model selected as a best practice for the Guangzhou International Urban Innovation Award; and the "Name-Match Rate Verification System," which uses generative artificial intelligence (AI) to reduce the processing time for personal local income tax refunds from five days to two.
At 10:30 a.m., Mayor Kim will take part in safety activities and read storybooks with 60 children and 11 parents at the Gangnam Children's Center. At 2 p.m., he will attend the opening ceremony of the Gaepo 3-dong Complex Cultural Center, rebuilt on the site of a district office building that was more than 30 years old. The Suseo-dong Complex Cultural Center opened on September 29, and the Irwon 1-dong center is scheduled to open on October 30.
