Namyangju Adds 278.6 Billion Won to Supplementary Budget, Prioritizes Livelihoods, Welfare and Transport

Namyangju, Gyeonggi Province (Mayor Choi Hyundeok), has drawn up a supplementary budget proposal that would increase this year's budget by 278.6 billion won to support residents, expand welfare, and improve transportation. In response to stagnant tax revenues and rising mandatory expenditures, the city adjusted project priorities and gave priority to funding programs closely tied to residents' daily lives.

View original imageOn the 7th, at the 322nd extraordinary session of the city council, Namyangju explained the purpose and key details of its second supplementary budget proposal for 2026. If the proposal submitted on August 31 is approved as drafted, this year's budget will total 2.8643 trillion won, up 10.8% from the first supplementary budget.
The general account will increase by 216.3 billion won to 2.4795 trillion won, while special accounts will rise by 62.3 billion won to 384.8 billion won. The city said it focused on supporting residents and revitalizing the local economy in line with the national supplementary budget, as well as responding to growing welfare needs.
The city allocated 90.3 billion won to easing the burden on ordinary households and revitalizing the local economy. It earmarked 86.9 billion won for high oil price relief payments, K-Pass, a public transportation fare refund program, and fuel subsidies for cargo trucks. The proposal also includes funding to expand incentives for the Namyangju Sarang Gift Certificate and provide guarantee support for small business owners.
The city allocated 62.3 billion won to social welfare. The funding will support welfare benefits, including the basic pension, long-term care benefits for older adults, and housing benefits, and will help expand welfare facilities, including the construction of the Byeollae Senior Welfare Center.
The transportation and roads budget totals 36.6 billion won. The city allocated 11.9 billion won for operating the Jinjeop and Byeollae lines and 11.4 billion won for the semi-public bus operation system, the public bus management system, and transfer fare discounts. It also earmarked 1.8 billion won to help children, adolescents, and older adults cover transportation costs.
The city also plans to expand its road network. It allocated 2.5 billion won each for widening the road between Jungmal in Jinjeop and Cheolma Intersection, and for road widening near Nokchon Interchange in Hwado. The proposal also includes 800 million won to purchase land for a public bus garage in Byeollae.
The proposal allocates 10.9 billion won to urban development and renewal, 7.6 billion won to sports and culture, and 9.3 billion won to safety. The city plans to improve parks and rivers, expand community sports and cultural facilities, strengthen safety management for roads and pedestrian paths, and carry out projects to prevent flood and heavy snowfall damage.
Namyangju Mayor Choi Hyundeok said, "We drew up the supplementary budget proposal with a focus on restoring livelihoods and funding programs needed in residents' daily lives. Once the budget is approved, we will swiftly proceed with the implementation process for each project."
