The government, Seoul Metropolitan Government, the district and the private sector pooled KRW 63 billion, with a target of creating 8,000 jobs by the end of the year. According to the district, it reached that target within 100 days of the administration’s launch.
The district will also present examples of improvements to residents’ daily lives. It expanded the suspension of parking enforcement during daytime hours (11 a.m. to 3 p.m.) to the entire district and suspended enforcement during the Chuseok holiday. It selected 36 areas with blind spots in its crime-prevention CCTV coverage and began installing cameras there. It also established a Resident Sovereignty Committee to reflect residents’ views in policymaking.
The district will share updates on long-term projects as well. After the Public Procurement Service issues the tender for the new district office building, the district will begin selecting a construction company in the first half of 2027. An ordinance amendment to convert resident autonomy committees into resident autonomy councils is underway. At redevelopment and reconstruction sites, a dedicated task force is handling consultations on changes to maintenance plans.
The district will also announce its plans for next year. It will expand its unsecured special-guarantee program for small businesses to up to KRW 40 billion and provide interest support of 2%. It will issue up to 50% more Jongno Love Gift Certificates than the current KRW 5 billion and raise the discount rate to 7%. Special judicial police will conduct ongoing inspections to crack down on “label switching,” in which the country of origin is falsified, at sewing businesses in the Changsin and Sungin areas.
In the care sector, the district will extend weekend service and expand routes for care vehicles serving older residents in hilly areas. In older residential areas without management offices, it will set up an “Ewha-dong Neighborhood Management Office” to handle home repairs, patrols and welfare checks. In urban renewal, the district will offer preliminary consultations to propose renewal methods suited to areas interested in pursuing projects. It will also install a system around elementary schools and daycare centers that uses artificial intelligence (AI) to automatically extend pedestrian crossing signals.
In the cultural sector, the district will create a K-Media Gallery and hold a media festival in the Gwanghwamun Outdoor Advertising Free Display Zone. It will build a wooden indoor playground and an observation cafe at Samcheong Park, and an inclusive, barrier-free playground at Marronnier Park. During the final 30 minutes of the event, District Mayor Yoo will answer three or four questions selected from those submitted in advance.

“Over the past 100 days, I have listened to residents’ accounts of various everyday inconveniences and suggestions, checking them not from behind a desk but in the alleys, and starting with the issues that could be fixed right away,” Mayor Yoo said. “I will never forget the principle that the answers to administrative challenges are ultimately found in the field, and will devote all my capabilities to bringing changes to Jongno that residents can feel in their daily lives.”
