Minister of Land, Infrastructure and Transport Hong Jiseon announced that the ministry will establish the shortest-term public land development model and address factors causing delays in redevelopment projects in order to expand housing supply in the Seoul metropolitan area.
In her opening remarks at the National Assembly Land, Infrastructure and Transport Committee audit on October 7, Minister Hong stated, "We will firmly lay the foundation for a swift supply of the necessary housing in the metropolitan area," reiterating her commitment to these initiatives.

View original imageOn this day, Minister Hong outlined the main policy goals regarding housing supply. With respect to redevelopment projects, she said, "We will actively resolve factors hindering supply in urban areas, such as redevelopment and reconstruction." She added, "We will provide incentives to projects that are pursued expeditiously and work to better mediate conflicts and disputes at construction sites."
She also expressed her intention to strengthen the residential safety net through the Residential Stability Plan. Hong stated, "We will ensure residential stability, such as the supply of universal public rental housing, so that people can live in good homes without concern." Regarding reforms to Korea Land & Housing Corporation (LH), she said, "We will prepare effective reform measures so that LH can properly fulfill its core role in housing supply and residential welfare."
She further pledged to announce the second phase of public institution relocation plans within this year without delay. "The relocation plans will be announced this year after sufficient consideration of the opinions of local communities, institutions, and employees," she said. "In addition, we will focus on expanding transportation infrastructure, including roads, railways, and airports, with a regional focus to connect industries, jobs, and new opportunities," she emphasized.
Regarding serious accidents at construction sites, she noted, "We will overhaul the safety management system for every stage of demolition work to prevent risks beforehand rather than responding after an accident occurs." She added, "We will also correct unfair practices at construction sites, such as poor construction and illegal subcontracting."
