Suwon City to Solicit Candidates for Replacement Site of Yeongtong Resource Recovery Facility
Suwon City in Gyeonggi Province will publicly solicit candidate sites for a new resource recovery facility to replace the aging facility located in Yeongtong-gu, from October 7 to December 6.
The new resource recovery facility will have a treatment capacity of 500 tons per day and will incinerate household waste generated throughout Suwon City. The required site area is 53,300 square meters (approximately 16,000 pyeong).
Applicants must be corporations, organizations, or community representatives who have obtained the consent of more than half of the heads of households living within 300 meters of the proposed site boundary. If the proposed site is privately owned, the applicant must secure sale consent from at least 80% of the landowners.
Corporations, organizations, or community representatives wishing to apply must submit the site application form and other required documents to the Waste Resources Department of Suwon City by December 6. Suwon City plans to select candidate sites based on criteria such as residents' willingness to accommodate the facility, degree of separation from residential areas, ease of land acquisition and compensation, and accessibility for vehicles entering and exiting the site.
Support measures have also been prepared for residents in the area ultimately selected, including resident convenience facilities and a resident support fund.
The budget for resident convenience facilities is KRW 53.3 billion. Suwon City has suggested examples such as an indoor swimming pool, a children's water park, indoor sports facilities for 10 types of sports, a year-round sledding hill, a glamping site, and a 100-meter observation deck utilizing the facility's smokestack.
The resident support fund, to be used for households and educational facilities within a 300-meter radius of the facility, amounts to KRW 3 billion per year. This support will be provided annually during the operation of the resource recovery facility. Additional benefits include the provision of local jobs, discounts and priority access to convenience facilities, and support for resident profit-generating projects.

A Suwon City official stated, "The new resource recovery facility is planned to operate the incineration facility underground, while above ground, a large-scale cultural and sports complex will be created. If there are no applications for candidate sites, Suwon City will announce an optimal site selected through its own review to the public and proceed with the project in earnest."
