Seongnam City to Replace 28-Year-Old Sangdaewon-dong Incinerator, Aiming for Completion by February 2028

Seongnam City in Gyeonggi Province (Mayor: Shin Sang-jin) will construct a new incineration facility to replace the current incinerator in Sangdaewon-dong, Jungwon-gu, which has been operating for 28 years. This move is to establish a stable waste treatment infrastructure in response to the metropolitan area's ban on direct landfilling of municipal solid waste.

View original imageOn October 7, the city announced that it will complete construction of the new incinerator within the Environmental Energy Facility in Sangdaewon-dong by February 2028. Construction began in August 2024, and as of now, the project is 36% complete.
The new facility will be built on a 6,500㎡ site adjacent to the existing incinerator, within the total 76,000㎡ area of the Environmental Energy Facility. It will have a daily processing capacity of 500 tons. Once construction is completed, it will replace the existing incinerator, which has processed 600 tons of waste per day since it began operations in 1998.
The project is being carried out through a profit-sharing private investment model, whereby the project operator will be responsible for running the facility for 20 years after completion.
To increase community acceptance of the new incinerator, the city is holding ongoing consultations with local residents. In August last year, a resident support agreement was signed with the Residents Support Council, and a resident support fund was established for more than 500 households within a 300-meter indirect impact radius of the incinerator.
Going forward, the city plans to continue listening to and addressing resident concerns regarding the construction of the facility and the waste intake process.

A Seongnam City official stated, "With the ban on direct landfilling of municipal solid waste in the metropolitan area, it has become more important to secure proper systems for incineration and recycling," adding, "Based on resident consultations, we will proceed smoothly with the construction of the replacement incinerator."
