He also announced intentions to advance both the extension of Incheon Line 2 and the Western Metropolitan Rapid Transit, as well as to implement a "transportation-first, occupancy-later" policy, securing buses and roads prior to the influx of large-scale housing developments.
At the briefing, Mayor Lee outlined city governance over the past 100 days and shared future plans, announcing five key commitments: transportation, industry & jobs, livelihood & local economy, healthcare & welfare, and living infrastructure. He also established three main principles for administration: “normalization of abnormalities,” “continuation and completion of halted projects,” and “preparing for a self-sustaining future society.”
Mayor Lee stated, "We are boldly resolving tangled conflicts that have persisted for years, and creating breakthroughs with only the citizens' interests and the future of Gimpo as our criteria. Pledges should be judged not by words, but by results."
In transportation, the city will proactively introduce the "transportation-first, occupancy-later" principle. To ease congestion on the Gimpo Gold Line, additional trains will be added ahead of schedule, and intervals between trains will be shortened to every two minutes. For new residential complexes, chartered and customized circulator buses will be deployed immediately. Work to resolve frequent traffic bottlenecks at intersections through grade separation projects will also proceed without delay.
For industrial and employment policy, outdated manufacturing businesses in Gimpo will be converted to digital smart factory systems, and the Gimpo Manufacturing Convergence Innovation Center will serve as a hub for integrated support ranging from R&D to startup incubation. Businesses hiring local youth will be provided with incentives, and the youth employment encouragement grant will be expanded.
To revitalize the local economy, Mayor Lee pledged to expand and maintain the recharge discount benefits of Gimpo Pay. Permanent cultural festivals will be established at Laveniche and Geumbit Waterway, and the number of Onnuri Gift Certificate merchants will increase to attract tourists and boost regional spending. Platforms for jobs for disadvantaged groups and low-interest financial support will also be expanded.

The city will strengthen administrative support for the project and build a 24-hour medical linkage system connecting Dalbit Children's Hospital and the Emergency Medical Center. The city also included plans to expand free vaccinations for pertussis and human papillomavirus (HPV), as well as to establish public bathhouses for senior citizens.
Suspended or delayed urban infrastructure projects will also be restarted. The Janggi-dong Youth Complex Culture Center will be completed within the term, and the 1,000-seat Gimpo Cultural Arts Center will accelerate fiscal input to begin construction. The city plans to move up completion of multi-purpose community centers in sections such as Gimpo-bon-dong, Tongjin, and Janggi-dong, and to redevelop the area near Geolpo-bukbyeon Station as a public space and culture plaza for citizens.
