Jinju City Continues to Advocate for Innovation City Issues Ahead of Second Public Institution Relocation
Calls for Attracting the Integrated Headquarters of Power Public Enterprises and Reexamining LH Function Separation
Petition with About 130,000 Signatures Followed by Resolutions at Sejong and the National Assembly

Jinju City in South Gyeongsang Province is continuing its advocacy efforts regarding issues related to Jinju Innovation City, such as attracting the integrated headquarters of power public enterprises and reexamining the separation of functions at Korea Land and Housing Corporation (LH), in connection with the government's second-stage policy for relocating public institutions from the capital area.
The city announced on October 6, 2026, that it is taking measures at the local level in preparation for the government to outline the specific direction for selecting public institutions for the second round of relocation and determining destination regions.

Regarding these efforts, the city stated that approximately 130,000 people have participated in the petition campaign to attract the integrated headquarters of power public enterprises to Jinju, which has been ongoing since July.
About 900 citizens and other participants attended the relevant resolutions held at the Government Sejong Complex on September 21 and at the National Assembly on October 1, 2026.
A solo relay protest in front of the Government Sejong Complex, initiated by Jinju Mayor Cho Gyu-il, has also been ongoing, with representatives from local institutions and organizations joining in.
On October 6, 2026, Jinju City Council members Jonghyun Jeon and Taejin Lee participated in the solo protest in front of the Government Sejong Complex to communicate the city's position on attracting the integrated headquarters of power public enterprises and relocating public institutions.
Assemblyman Jonghyun Jeon stated, "Since Innovation City was established as part of the national balanced development policy, the city council will continue its activities to ensure that local opinions are reflected in government policy decisions."
Assemblyman Taejin Lee also remarked, "I participated in order to deliver the local stance to the government regarding the location of the integrated headquarters of power public enterprises."
Jinju City plans to continue making proposals concerning Jinju Innovation City to the National Assembly, the Office of the Prime Minister, and relevant government ministries, following the delivery of the citizen petition to the Presidential Office.
However, decisions regarding which public institutions will be included in the second phase of relocation, the timing, whether and how to integrate power public enterprises, and the location of the integrated headquarters all require government policy decisions and consultations with the relevant authorities.
