Four Major Policy Directives Finalized, 74 Pledges Across Five Sectors

Under the banner of "Hampyeong Grand Transformation," Hampyeong County, led by Governor Namoh Lee, will mark its 100th day since the launch of the ninth popularly elected administration on October 8. View original imageAlongside this, the county is accelerating key agendas such as nurturing future industries based on RE100, restoring the local economy, enhancing youth and education policies, improving agricultural competitiveness, and transitioning to stay-type tourism.
According to Hampyeong County on October 5, upon the launch of the ninth civil administration, the county set "Renewing Hampyeong, Benefiting Residents" as its governmental goal and confirmed four policy directives, while formulating an action plan for 74 pledges in five areas. These pledges are currently undergoing a process that includes practical review, review by the transition committee, a pledge briefing session, and the operation of a residents' jury to incorporate local opinions. Additionally, the county has discovered strategic regional specialized projects and identified 82 new key projects to be rolled out in 2027.
The county has begun laying the foundation to foster the Bitgreen National Industrial Complex as a future industry cluster based on RE100 standards.
On July 1, at the inauguration ceremony for his ninth term, Governor Lee signed a business agreement with the Korea RE100 Committee and has since been pursuing the designation and expansion of the Bitgreen Industrial Complex as a RE100-compliant industrial base. In August, the "Hampyeong Grand Transformation Future Economy TF" task force was launched to establish a new industry fostering system focusing on AI semiconductors, future vehicles, and other next-generation sectors.
The county has also broadened its industrial cooperation initiatives by jointly collaborating with Gwangsan District in Jeonnam-Gwangju Integrated Special City for the expansion of the Bitgreen Industrial Complex, and by strengthening partnerships with Yongin City in the semiconductor and materials, components, and equipment (“So-Bu-Jang”) sectors.
Going forward, Hampyeong aims to further expand the Bitgreen Industrial Complex by an additional 1 million pyeong, attract companies in the AI, semiconductor, and future vehicle sectors, and establish a renewable energy production system of up to 1 GW, along with stable electricity supply infrastructure.
In September, ahead of the Chuseok holiday, the county also implemented fiscal measures to stimulate the local economy and promote citizens' livelihoods.
The county allocated a total supplementary budget of KRW 627.2 billion as the first budget adjustment of the ninth administration, providing livelihood recovery support funds of KRW 500,000 per resident. The county focused on revitalizing the sluggish local economy by stimulating local consumption and easing management burdens for small business owners and the self-employed.
The county is also strengthening field-centered, communication-driven administration to listen to residents' voices. From August 20 to September 4, Governor Lee conducted on-site communication sessions in nine towns and townships, listening to local issues and residents’ requests, with a total of 66 suggestions received. These will be reviewed by the relevant departments and addressed within the year.
The county remains thoroughly engaged in external cooperation to resolve local issues and secure national funding. In July and September, Governor Lee visited the National Assembly twice, presenting a total of 14 key issues—six during the first visit and eight during the second.
Additionally, he met with the Minister of Land, Infrastructure and Transport to raise two major issues, and sought cooperation for local projects and key policy implementation through meetings with Assemblyman Park Sunwon and Seungdon Lee, Administrator of the Rural Development Administration.
He also held discussions with Kim Daejung, Superintendent of Jeonnam-Gwangju Special City Office of Education, on four education issues, including the introduction of a two-way joint school district system. The county also explored ways to collaborate with Honam University to establish a four-year Dream Life College Hampen Campus and to promote lifelong learning opportunities for residents.
Moreover, Governor Lee is laying the groundwork for the "Hampyeong Basic Social Model," which integrates income, care, settlement, and education, to address the challenges of population decline and potential local extinction.
The county is moving forward with Hampyeong-style basic income, livelihood recovery support, support for youth and newlyweds, community-based integrated care, enhanced childcare, visiting healthcare services, and expanded nighttime medical care.
In the housing sector, the county is considering measures such as half-price housing, 10,000-won rentals, and transportation support for vulnerable areas. In education, existing initiatives such as AI digital vouchers for residents and full university tuition support will be expanded.
In agriculture, Hampyeong focuses on smart farming and strengthening competitiveness in livestock. The county is establishing an RE100 vertical smart farm testbed, expanding the dissemination of smart farms for region-specific crops such as summer strawberries and figs, and promoting a transition in agricultural production using Jeonnam-style smart farms and ICT convergence facilities.
For Hampyeongcheonjihanwoo, the county plans to develop it as a national livestock industry hub through the establishment of a Hanwoo genetic resource and breeding center and collaborative R&D with the Rural Development Administration, while also improving productivity and environmental sustainability with AI·ICT-based smart livestock infrastructure.
The tourism policy for Hampyeong, known as the "Land of Festivals," is shifting its focus from one-off events that boost visitor counts to increasing visitor stays and local consumption.
The county will connect Expo Park, Hampyeongcheon, and the downtown commercial area, expand stay-type tourism infrastructure such as the Nasangang public campsite, and foster coastal wellness tourism at Hampyeong Bay and Dolmeori Beach.
By linking accommodation, dining, experiential and nighttime tourism, and providing incentives such as half-price trips, lodging discounts, and tourism coupons, the county aims to increase tourist spending within the region.
The county is also pushing for the expansion of recreational sports and cultural facilities. Hampyeong Sports Town will be developed as a local sports hub, and the county will bolster the sports tourism infrastructure by linking baseball and park golf. Hampyeong Park Golf Course will be expanded from 36 to 54 holes, and an 18-hole Sonbul Park Golf Course will also be constructed.
In the welfare sector, by integrating care, childcare, and medical services, the county aims to enhance residents’ quality of life and improve settlement conditions.
Over the past 100 days since the launch of the ninth popularly elected administration, Hampyeong County has laid the groundwork for county operations and built the execution base for major agendas.
Looking ahead, the county plans to further boost the implementation of core projects such as designating Bitgreen Industrial Complex as an RE100-compliant semiconductor cluster, the additional expansion of 1 million pyeong, attracting future industry companies, strengthening policies for youth, education, and settlement, expanding smart agriculture, and building stay-type tourism infrastructure.
