The Gyeongbuk Provincial Police Agency is reviewing its on-site investigation command system and strengthening the responsibilities of investigation team leaders and precinct chiefs in line with the implementation of the revised Criminal Procedure Act.
On the morning of October 2, at the Geunmaru Hall on the 6th floor of the agency headquarters, the Gyeongbuk Provincial Police Agency announced that it held the 'Gyeongbuk Police Investigation Commanders Meeting.' The meeting was attended by Gyeongbuk Police Commissioner Park Heonsu, the provincial police investigation command staff, section chiefs, frontline police station chiefs, and over 100 directors overseeing investigation, criminal, women and youth, and traffic affairs.
During this meeting, the participants shared major investigation issues and discussed changes at the frontline following the enforcement of the revised Criminal Procedure Act, as well as measures to address these changes.
To ensure the new system takes hold as early as possible, Gyeongbuk Police will strengthen their response system centered on investigation commanders and focus on minimizing confusion that may arise during the case-handling process.
The main focus is on reinforcing the investigative command system to boost the skills of frontline team leaders and reduce disparity in work performance among them.
The agency plans to discover and recruit capable team leaders by providing incentives to outstanding team leaders and introducing systematic personnel and performance management. The goal is to reinforce the "team leader-centered investigation system," ensuring that substantial control over cases is exercised by team leaders. For important cases, police station chiefs and other precinct chiefs will be given even more direct responsibility and management duties.
During the meeting, Gyeongbuk Police Commissioner Park Heonsu stated, "It is essential to narrow the competency gap among on-site investigation team leaders and further strengthen the team leader-centered investigation system by discovering and recruiting excellent team leaders through meticulous management and incentives."
He added, "The commissioner and police station chiefs must take the position that they are ultimately responsible for investigations, and precinct chiefs should directly manage important cases," emphasizing responsible case command and investigation.
