Hwasun County Council Integrated Care Policy Research Group Successfully Holds First Seminar
Over 40 Integrated Care Managers Attend
Discussing On-site Challenges and the Future Direction of Hwasun-type Integrated Care
The 'Hwasun-type Integrated Care Policy Research Group' (led by Assemblywoman Kim Jisuk), an assembly research organization under the Hwasun-gun Council, announced that it held its first policy research seminar at 3 p.m. on the 1st at the Hwasun-gun Family Center Dagaon (3rd floor of the Hwasun Eoullim Center).
Launched on September 21, the research group will hold three policy research seminars and conduct site visits to exemplary cases and policy research projects through December, focusing on the theme of 'Diagnosis of Care Conditions by Townships in Hwasun-gun and the Design of Integrated Care Implementation Models by Type.'

About 40 people attended the seminar, including lead Assemblywoman Kim Jisuk, Assemblymen Park Sangbeom and Jeong Hakcheol, officials from departments such as the Social Welfare Department, Integrated Care Department, and Health Center, as well as integrated care managers from each township.
The keynote presentation was delivered by Deputy Director Kim Kisuk, who previously managed the 'Gwangju-shaped Integrated Care' project for Gwangju Metropolitan City. Deputy Director Kim explained the development process of the social welfare system and the background and evolution of integrated care policies. The presentation also introduced methods for implementing projects, focusing on practical examples from the Gwangju-shaped Integrated Care initiative, including identifying eligible beneficiaries, assessing care needs, and linking and providing services.
Furthermore, Kim emphasized the importance of field-oriented service operations to address gaps in care, interdepartmental collaboration, staff training, and the establishment of operational guidelines, and presented key takeaways for building the Hwasun-type integrated care system.
During the subsequent Q&A session and general discussion, participants discussed major challenges in implementing integrated care, such as responding to complex cases at the township level, staff training, and linking care resources across departments. There were also questions about the operation of specific programs such as mobility support, in-home oral care, and at-home rehabilitation and exercise, and how these could be applied in Hwasun-gun.
Attending officials emphasized the need for a system to systematically share care service information by department and for a foundation that enables swift linkage of resources to meet complex care demands. They also expressed their commitment to carefully consider the conditions and real needs of each township, to share examples and difficulties identified in the field, and to contribute to establishing an effective Hwasun-type integrated care model.
Assemblywoman Kim Jisuk stated, "I hope that the discussions during the seminar will result in services that residents can experience and in practical policy proposals, with the active involvement of field officials. If you actively share the difficulties experienced on site, we will gather these insights and reflect them in legislative activities."

Meanwhile, at the second seminar, the research group plans to analyze the current status of integrated care projects and care resources in Hwasun-gun, and at the third seminar, to examine the realities and local cases of rural integrated care.
