Seogu Launches Jeonnam Gwangju's First 'Technical Consulting System for Multi-Family Housing'
Expanding Technical Consulting to Contractor Selection Process
Addressing Lack of Expertise, Minimizing Disputes over Management Fees
Seogu District in Gwangju Metropolitan City, Jeonnam, is expanding the scope of technical consulting for multi-family housing construction and service projects to include the process of contractor selection.
On October 2, Seogu announced that it will operate a 'Technical Consulting System for Multi-Family Housing' for construction and service projects valued at over 50 million won within the district.
This system was established to address the lack of professional expertise faced by multi-family housing management entities and resident representative councils when undertaking construction and service projects, and to reduce both the burden of management fees on residents and related disputes.
While the existing technical consulting previously focused on reviewing design documents required for construction, the consultation scope will now be expanded to include the contractor selection process, such as methods for selecting companies, bidding and awarding procedures, and qualification reviews. This marks the first time in Jeonnam Gwangju that technical consulting will support the entire contractor selection process.
When multi-family housing applies for consulting, Seogu will review the appropriateness of bidding and awarding methods, company selection procedures, and the preparation and evaluation of contractor qualification review forms, based on relevant laws and the Ministry of Land, Infrastructure and Transport's 'Guidelines for the Selection of Housing Management Companies and Contractors.'
If necessary, specialized advice from experts in the relevant fields will also be coordinated and provided.
Applications for technical consulting can be submitted by resident representative councils. For multi-family housing that is not subject to mandatory management, applications can be submitted if approved by a majority of residents or stakeholders.
Multi-family housing seeking consultation can download the application form from the 'City, Environment, Sanitation - Multi-Family Housing' section on Seogu's official website, complete the relevant documents such as design files and resident consent forms, and apply in person at the Housing Division of Seogu District Office.
Seogu plans to prevent unnecessary disputes regarding management fee burdens and contractor selection by expanding the scope of technical consulting, ensuring that multi-family housing construction and service projects are promoted according to the required procedures from project planning to contractor selection.

Lee Ikang, Mayor of Seogu District, said, "Since multi-family housing construction and service projects are directly connected to residents’ management fees, it is important to thoroughly review the relevant laws and procedures during the project implementation process. By expanding the scope of consulting beyond design document review to the contractor selection process, we will support multi-family housing to promote projects in a more reasonable and transparent manner."
