Land Acquisition Requirement for Regional Housing Cooperatives Eased from 95% to 80%... 'Namseong Station Hernity' Project Accelerates Ahead of Architectural Review Submission in H1
The land acquisition requirements for local housing cooperative projects have been eased. The Ministry of Land, Infrastructure and Transport announced the 'Local Housing Cooperative Damage Prevention and Project Normalization Plan' in April 2026, deciding to lower the required land ownership ratio for cooperatives applying for project plan approval from the previous 95% to 80%. The revised Housing Act, which includes these changes, passed the National Assembly’s plenary session in August 2026 and took effect immediately upon promulgation. Until now, local housing cooperatives have faced years-long standstills in their projects due to their inability to secure the last 5% of land, or have seen members’ contributions soar as some landowners demanded compensation above market value in so-called ‘holdout’ cases. The Ministry expects that this easing of requirements will shorten the average permit acquisition period by about one to two years.
The institutional reforms go beyond easing requirements. With the introduction of a registration system for business agents requiring capital of at least 500 million won and five or more professional personnel, as well as a mandatory construction cost verification scheme, safeguards have been established to block the market entry of unreliable companies. On the other hand, entry requirements for new cooperatives have become more stringent, as recruiting members now requires purchase contracts for at least 80% of land, up from a mere 50% secured by usage rights. As a result, changes are also expected for existing projects that have already made significant progress in land acquisition and permitting procedures. As of the end of June 2026, only 11 out of 112 local housing cooperatives in Seoul had reached the groundbreaking phase. The 'Namsung Station Hernity' project is currently being promoted in the Sadang-dong area of Dongjak-gu, Seoul.
