[Profile] Kwon Daeyoung Appointed First Vice Minister of Economy and Finance...A Field-Oriented Policy Expert Experienced in Key Financial Policy Roles
On October 1, Kwon Daeyoung, who currently serves as Vice Chairman of the Financial Services Commission, was appointed as the First Vice Minister of the Ministry of Economy and Finance. He is widely regarded as a traditional financial bureaucrat who has held all the key positions along the “geumjeong” (financial policy) line.
Vice Minister Kwon, originally from Jinhae, South Gyeongsang Province, graduated from Jinhae High School and the Business Administration Department at Korea University, and entered public service through the 38th civil service examination. He started his government career as Head of Policy Coordination at the Public Fund Oversight Committee of the Ministry of Economy and Finance and went on to serve in a series of pivotal roles in the financial policy line: Director of Financial Policy at the Financial Services Commission, Director General of Financial Policy, and administrator at the Economic Policy Secretary’s Office of the Presidential Secretariat. He later continued to play a central role on major issues as Standing Commissioner and Secretary General at the Financial Services Commission.
Kwon is also known as an expert in crisis management due to his extensive hands-on and policy experience. Moving between the Ministry of Economy and Finance and the Financial Services Commission, he has addressed major issues such as foreign exchange, public funds, household debt, and the capital market. He took the lead in responding to numerous project finance (PF)-linked crises, including the Legoland situation at the end of 2022, the Saemaul Geumgo bank run in 2023, and the restructuring of Taeyoung Construction.
In the June 27 policy package, he played a central role in developing household debt management measures, such as capping mortgage loan limits in the Seoul metropolitan area and regulated zones at a maximum of 600 million won.
Kwon is recognized within the organization not only for his deep trustworthiness but also for his outstanding communication skills with the media and keen political acuity.
Meanwhile, there is speculation that this personnel appointment signals a coming organizational restructuring, possibly aimed at integrating the functions of the Ministry of Economy and Finance and the Financial Services Commission.

A senior government official stated, “Vice Minister Kwon will serve as a key policy coordinator for the second-term economic team of the Lee Jaemyung administration, acting as a bridge between fiscal and financial policy. Strengthening the economic policy control tower, especially in areas such as household debt, real estate, and inclusive finance, is expected to ensure continuity in public policy for livelihood issues.”
