Insurance Claims to Be Available via Naver and Toss Starting Next Month
From Finding Participating Hospitals to Filing Claims in One Step via Naver Map

Government Pursues Insurance Business Act Amendment to Impose Fines on Non-Integrating Entities
Starting next month, consumers will be able to file claims for indemnity medical insurance directly through the Naver Map, Naver Pay, and Toss applications. Through Naver Map, users can locate hospitals participating in the Silson24 program, and access the claim service directly from the map interface. The government has announced that, if it determines that voluntary cooperation from medical institutions and electronic medical record (EMR) providers is insufficient to improve the system’s connectivity rate, it intends to pursue amendments to the Insurance Business Act to enable the imposition of fines on non-integrating institutions.
The Financial Services Commission announced on September 30 that it held a joint meeting of the statutory ‘Indemnity Insurance Digital Claims System Operations Committee’ and the Silson Insurance Claim Digitalization (Silson24) Review Meeting, chaired by Vice Chairman Kwon Dae-young and attended by representatives from both the healthcare and insurance sectors.
The meeting included officials from relevant agencies such as the Ministry of Health and Welfare and the Financial Supervisory Service, as well as representatives from the life and non-life insurance industries, medical associations, experts, and platform operators including Naver Financial and Viva Republica (Toss), which are integrting the digital claim service into their platforms. Participants reviewed the progress of indemnity insurance claim digitalization and the current status of integration with medical institutions, and discussed ongoing tasks to further enhance integration rates and consumer convenience.
Vice Chairman Kwon stated, “If we find that voluntary cooperation from medical institutions and EMR providers alone is not enough to increase the integration rate, we will move to amend the Insurance Business Act to allow fines for non-integrating entities. In addition, we plan to launch a public Silson24 awareness campaign targeting those who may still find the digital claim service unfamiliar, and we will continue improving claim procedures and guidance through platform integration, so that the public can easily check and use Silson24-participating hospitals.”
The digitalization of indemnity insurance claims is a service that allows consumers, when requested via the Silson24 app and other platforms, to have their hospitals transmit receipts, detailed statements of medical expenses, prescriptions, and more directly to the insurer without the need for separate paper documents, making claims easier to file. Users can verify their identity through the Silson24 app or website, select the relevant insurance contract and medical record, fill out the claim form, and then request electronic transmission.
To promote wider use of digital claims, the Financial Services Commission will update its services starting October 7 to enable filing indemnity insurance claims directly through Naver Map, Naver Pay, and Toss apps as well. Consumers who have consented to MyData usage can easily submit claims from these apps without separately entering information such as the medical institution (hospital, pharmacy) visited, date of treatment, insurer, or bank account details.
According to the Financial Services Commission, as of September 28, a total of 50,340 medical institutions participate in the digital indemnity insurance claims system. The connectivity rate, based on the number of integrated medical institutions, stands at approximately 47.7 percent. The Silson24 service currently has about 5.21 million registered users, and since launch, 4.61 million claims have been filed through the system.
The method for checking Silson24-participating hospitals via Naver Map is also being improved. Participating hospitals will be displayed with a special banner on their detail page, and a direct link will be added to allow users to utilize the claim service from the map. Additionally, both Naver Portal and Naver Map will offer a search option to filter and display only hospitals where easy indemnity claim filing through Silson24 is available.
The government will continue to closely monitor the progress of digital claim implementation and aims to increase the integration rate of Silson24 to between 80 and 90 percent by the end of the year. To encourage participation, Silson24 will introduce new features such as showcasing participating hospitals in the app and will provide incentives for integration.

Cooperation with the Ministry of Health and Welfare will also be strengthened. Ongoing discussions will focus on simplifying certification issuance procedures, which have acted as obstacles for some institutions wishing to join Silson24. Official documents will be sent to non-participating medical institutions and regional public hospitals to emphasize that digital claim integration is a legal obligation and urge their participation. A concentrated public campaign will also be conducted in October through TV, radio, online platforms, and hospital kiosks.
