Helpless Amid Midnight Fire Alarms... The "Dangerous Neglect" of Wando Happiness Charging Station
Fire Alarm Malfunction Causes Confusion and Anxiety Among Residents During Chuseok Holiday
No Management Entity Appointed Even Five Months After Opening, Safety Neglected
"Aaaeng~ Aaaeng~ A fire has occurred. Please evacuate immediately."
The Wando County Happiness Charging Station Parking Tower, a project ambitiously introduced with 7.4 billion won of taxpayer money by Wando County, Jeonnam-Gwangju Special City, caused distress among local residents during the Chuseok holiday. In the middle of the night, a fire alarm malfunction set off chaos, leaving residents shaken.
Criticism is mounting, especially given that—over five months since the building's opening—there is still no management entity in place to control the scene. If the alarm had signaled an actual fire, it could have led to a major disaster.

View original imageAccording to Wando County and local residents on September 28, at the Happiness Charging Station Parking Tower located in Gunnae-ri, Wando-eup, a piercing fire alarm suddenly rang out simultaneously throughout the building on the evening of September 26.
An urgent automated announcement calling for evacuation, together with emergency sirens warning of a crisis situation, blared incessantly inside and outside of the building as night fell. On what was a peaceful holiday evening, residents parking their cars were startled by the nonstop sirens and rushed outside in alarm.
Although thick smoke or visible flames were not immediately apparent, residents anxiously moved about the parking tower, uncertain and restless. However, not a single "manager" was present to control the chaotic scene or explain the situation.
After things escalated, one anxious resident called the Wando Fire Station directly at around 8:30 p.m. to report the situation, but, due to the holiday following Chuseok, they were unable to reach anyone immediately. Even more shocking was the absence of any emergency contact information or management office signage anywhere in this massive facility, which spans a total floor area of 3,880 square meters.
Residents were left wandering in confusion without understanding what was happening. After receiving a delayed report, an employee from the Economic and Industrial Division of Wando County Hall eventually rushed to the scene and, upon inspecting the fire alarm on the second floor, managed to resolve the incident—at least for the time being.
When a reporter asked this employee, who had responded to the scene, "Which department is responsible for managing the Happiness Charging Station?" the staff member replied, "The parking lot is our responsibility," but avoided answering about supervision over the second-floor multifunctional facility. This vividly demonstrates ongoing departmental buck-passing and fragmented responsibility, even within a single building.
Wando County officials currently believe the alarm was simply a "mechanical malfunction." However, for the residents who experienced the ordeal, anxiety has turned to anger. The fundamental issue is that, for a facility of this scale, the seat of responsibility for immediate response remains vacant.
This facility was constructed as part of an urban regeneration project to address the parking shortage in Wando-eup's high-density apartment area. A massive budget of 7.4 billion won—4.5 billion in state funds and 2.9 billion from the county—was invested to build a three-story structure (capacity: 196 vehicles), which opened on May 1. However, nearly half a year later, no proper management entity has been designated, leaving the building effectively ownerless and neglected.
Moreover, this is not just an ordinary parking lot. Inside the building are a book cafe, a residents' lounge, and a community center. As a multipurpose facility frequented by at-risk groups such as children and the elderly, any initial failure in emergency response—like what occurred this time—could result in uncontrollable casualties.
One resident on the scene lamented, "Today was only a malfunction, but if there had been a real fire, it would have inevitably resulted in a catastrophic tragedy. Spending 7.4 billion won to build this, only to leave it completely unmanaged—does Wando County really call this a safety administration?"
