Ninth Term Finalizes 100 Pledges, 120 Action Items; Announces "Uninterrupted Development"
On September 28, Ansan City in Gyeonggi Province (Mayor Lee Minguen) announced a large-scale urban development initiative that finalizes 100 mayoral pledges and 120 detailed action plans to realize the administration's vision for its ninth term, “Ansan, a Free Innovative City Together with Citizens.” The city will inject a total budget of around KRW 8 trillion. This strategy aims to achieve “Uninterrupted Ansan Development” by overhauling administration, industry, welfare, education, and transportation systems citywide.
On the 28th, Ansan City (Mayor Lee Minguen) stated that it has confirmed the final implementation plan for the ninth term's pledges, consisting of five major sectors, nine key strategies, 100 pledges, and 120 detailed action items.
The finalized 120 action items have been reorganized under five pillars: ▲Always Close, Citizen-Centered City (9 items) ▲Younger, Advanced Innovative City (29 items) ▲Inclusive Welfare and Culture City (47 items) ▲Forward-Looking Future Education City (15 items) ▲Pleasant Transportation Environment City (20 items).
The “Younger, Advanced Innovative City” sector, a core driver, includes major future growth projects such as establishing a demonstration industrial complex for AI transformation (AX) in Banwol National Industrial Complex, designating Ansan Science Valley (ASV) as a Free Economic Zone, attracting a Hanyang University hospital and forming an advanced medical complex cluster, fast-tracking redevelopment projects linked to the Special Act on Old Planned Cities, and creating the Daebu Island Meta-Ocean Marine Leisure Special Zone.
Key projects targeting areas with high citizen impact, such as transportation and housing, will also be a priority. In the “Pleasant Transportation Environment City” sector, the city aims to establish itself as a major southwestern metropolitan transportation hub through initiatives such as the fast-track undergrounding of Subway Line 4, expansion of the railway network, reducing train intervals during rush hour, increasing rapid bus services to Seoul, and securing 5,000 safe parking spaces.
Major welfare initiatives include ▲Daily KRW 1,000 Youth Rental Housing Support ▲Working Mom All-Pass (ALL-PASS) ▲Dad's Joint Childcare Allowance ▲Custom Companion Welfare for People with Disabilities or Reduced Mobility ▲Building a Pet-Friendly City. In education, the city will focus on nurturing digital talent for the Fourth Industrial Revolution and creating “Edu-Town.”
The total projected budget for implementing these pledges is KRW 8,002.2 billion. By source, municipal funds make up the largest share at KRW 6,465.8 billion, followed by national and provincial funds at KRW 244.2 billion, and KRW 1,292.2 billion from private capital and other resources.
