"How Did Public Safety in Our Country Get This Bad?"... The Video That Shocked Even Na Kyungwon
Sharing 'Han Moon Chul TV' Footage, Criticizing Police Response
"Law Enforcement That Cannot Protect Citizens Has No Reason to Exist"
Na Kyungwon, a member of the People Power Party, shared a video showing a vehicle chasing and blocking another car before its occupants ran toward it on a road in Icheon, Gyeonggi Province, late at night. She criticized the situation by saying, "How did public safety in our country deteriorate to this level?" However, some pointed out that it is difficult to definitively determine the context from before and after the incident solely from the released footage.

In this terrifying situation, men who appear to be foreigners chased after the car and threatened its occupants. However, when the police were notified, the response was reportedly, 'Give up because the offending vehicle cannot be found.'" She shared this message along with the video. The footage Na shared is a black box video that was released on the YouTube channel 'Han Moon Chul TV' on the 18th.
Chased and Blocked on a Midnight Road
The incident captured in the video occurred on the night of July 29 on a road in Majang-myeon, Icheon, Gyeonggi Province. According to the informant, identified as Mr. A, he had parked his car facing against traffic on the shoulder of a deserted road and chatted with an acquaintance for about 30 minutes before preparing to leave.
The black box footage shows that as Mr. A’s vehicle began to move, another car coming from the opposite direction changed direction to follow him. As this vehicle continued to closely pursue his car, Mr. A pulled over to let it pass. However, the other car did not drive on but stopped next to Mr. A’s vehicle.
Then, two men who were inside the other vehicle got out and ran toward Mr. A’s car. Mr. A reported feeling threatened and immediately drove away from the scene.
Describing what happened, Mr. A said, "Two unidentified foreigners rolled down the window, said something, then suddenly grinned and blocked my car before running out. The driver of the offending vehicle ran up and kicked the hood, while the foreign passenger approached, seemingly wielding a weapon in one hand as if to strike down."
However, the nationalities of the people in the other vehicle cannot be confirmed from the released video alone. It has also not been verified whether the object Mr. A suspected to be a weapon actually was one. Likewise, it is unclear what had occurred between the two sides before the incident, as the released footage does not provide full context.
Na Kyungwon: "The Whole Nation Has Turned Lawless"
It is reported that Mr. A filed a police report immediately after the incident and submitted the black box footage. However, he claims that on the 11th he received a response from the police saying it would be difficult to locate the offending vehicle.
Assemblywoman Na criticized the police response, saying, "Have the police given up on being police officers? This is a serious neglect of duty." She added, "How did public safety in our country end up like this?" She went on, "The entire country is becoming a lawless city where criminals roam the streets. While the police fail to properly check CCTV footage or conduct field investigations and give up on capturing the perpetrators, these individuals may target more innocent citizens in the future."
She further stated, "An immediate investigation and stern disciplinary action are needed for the irresponsible police who abandoned public safety and neglected the investigation by telling victims to 'give up.' All available investigative resources must be mobilized, and a nationwide manhunt conducted if necessary, to apprehend and strictly punish the perpetrators. Law enforcement that cannot protect the lives and safety of the public has no reason to exist," she emphasized.
Police: "Lack of Clues" ... Investigation Halted
An official from the Icheon Police Station told Maeil Shinmun, "We have been investigating for more than 50 days, but as of the 15th, the investigation has been halted. There is no CCTV, and the black box video was recorded at night, making it impossible to confirm any clues." The official added, "If new clues or tips are discovered, we will resume the investigation."
As the video spread online, public fear has also grown. Citizens expressed anxiety and concern, noting that the footage of a car being chased, blocked, and rushed by men late at night itself is highly threatening.

However, some have cautioned against drawing conclusions about the exact context of the incident based solely on the released black box video. They point out the need to verify if anything happened between the two parties before the other vehicle began following Mr. A, as well as whether there is any unreleased footage or additional relevant material.
